He hadn't expected to start learning Haki so soon. He'd spent nearly a month at Marine Headquarters, and hadn't even seen the Six Powers or Haki, let alone learned them.
Zephyr had been kind to him, but in terms of combat skills, Zephyr had always adhered to Kong's orders, not teaching Yoriichi much.
Kong's reason for this was probably that he still had reservations about Yoriichi's background, intending to first cultivate Yoriichi's sense of belonging to the Marines, observe his character, and only after confirming his loyalty would he teach him relevant combat skills.
However, Garp wasn't the kind of person to be timid and hesitant, and the Fleet Admiral's orders were barely more important to him than a fart.
Seeing that Yoriichi had already mastered the Six Powers so quickly and could already apply some of the techniques in battle, he immediately decided to have Bogart teach Yoriichi Haki.

Garp, on the watchtower, also took in the scene unfolding on the deck, his eyelids slightly twitching, seemingly also somewhat surprised.
