Audrey took a deep breath: "It's Duke Negan again."

She continued, "You may not know this, but 'Hurricane General' had previously attempted to assassinate Duke Negan, but Mr. Fool's angel killed 'Hurricane General'."

Audrey meant that "The Fool" did not want Duke Negan to be killed.

The key point is that she really doesn't want Mr. Garr to hurt the people she knows.
