Kaito held Togepi in his arms, then turned to ask Latias. "Tell me, what happened last night?"
Latias's pretty face flushed, and she nervously kneaded the hem of her clothes with her slender hands, but remained silent.

"Bei~" Pelipper nodded. Kaito rewarded Pelipper with some candy.
The package contained a new phone Kaito had bought for Latias.

Latias slowly took the delicate pink phone. A few moments later, Latias looked up and smiled. "Thank you, Kaito."
"Chakoi~" Togepi also chimed in, happily waving its small hands.
Fortifying Volcarona
The system notified: Bibarel discovered a Secret Treasure Mysterious Water Droplet while swimming.
Kaito suspected it was related to the "Junior Lucky" title he had just acquired. He planned to give the Water-type Secret Treasure to Lapras.
After breakfast, Kaito found Volcarona near the shade trees.
"Volcarona, I promised you before that I would make you stronger. Now there's a good opportunity." Kaito took out a Rare Candy.
Volcarona was Level 59, ready to use a Rare Candy to break through its limitations. Kaito also remembered he still had a Secret Treasure Silver Powder (Bug-type) that he hadn't used. He planned to use the Rare Candy first, then the Secret Treasure Silver Powder.
"Move towards a higher place."
"Beep—" Volcarona swallowed the Rare Candy and burst into dazzling light.

Volcarona now had Elite Four-tier potential, and its level had reached 68, not far from Level 70. Kaito now had three Quasi-Elite Four-tier Pokémon (Machamp, Gardevoir, Volcarona).
Applying for a Gym
Kaito went straight to the Pokémon Center's business processing area. He quickly met Chairman Chen, the Chairman of the Fu City Trainer Association.
"I have wanted to meet the legendary Master for a long time. I never expected to have this honor today," Chairman Chen said, clearly benefiting from having Kaito emerge from his jurisdiction.
"Chairman Chen, I've come today to make an application. I have my own territory in the suburbs, and I wish to establish a Gym there. I wonder what the requirements are?"
Chairman Chen quickly explained that Kaito's status as an Honorary Master waived most requirements. "You can absolutely establish a Gym."
"By the way, what are the requirements for an International Gym?" Kaito asked.
Chairman Chen was surprised. "That would be a bit difficult. To be rated as an International Gym, normally the Gym Leader must have an Elite Four-tier ace Pokémon, and at minimum, multiple Quasi-Elite Four-tier Pokémon."
"Are the primary conditions strength and renown? If I have three Quasi-Elite Four-tier Pokémon, would that count as meeting the strength requirement?" Kaito asked.
Kaito casually tossed out three Poké Balls. Volcarona, Gardevoir, and Machamp stood in a line.
Chairman Chen stared, his mouth unconsciously agape. They really were Quasi-Elite Four-tier! And there were three of them!
"In that case, you meet the strength requirements. Next, you need to establish a Gym, and only then can you submit it for review. Once all countries reach a consensus, your Gym can be rated as International Level."
Kaito nodded. "What are the requirements for the design style of the Gym?"
"The attribute cannot be disclosed yet; it's still undecided, I suppose," Kaito hesitated. "For the decoration style, follow the Normal-type (Normal Type), and also include more pink tones inside."
A Normal-type style, combined with pink tones? Chairman Chen was bewildered.
Kaito's plan was clear: to establish the world's first Fairy-type Gym!
"The Gym can be built first, but it might not open to the public so quickly. Please don't publicize it yet," Kaito instructed.
He was going to fulfill an appointment: to give a unique speech at his alma mater.
Kaito is set to become an International Gym Leader! What will the reaction be when he gives his lecture and reveals his intentions for a Fairy-type Gym?
