The suffocating heat of Level 3 rose through the central ventilation shafts like steam from a kettle.
Fleet Admiral Sengoku adjusted his pristine white Marine coat, his black afro framing a dark, brooding expression as his heavy boots clicked against the dry stone floor. The Starvation Hell was quiet, save for the low, rhythmic groans of emaciated prisoners chained along the corridor walls. The air smelled of baked dust, stale copper, and drying salt.
Walking half a pace behind him, Magellan carried a thick iron-bound binder containing the level's active intake logs. A small detachment of armed guards trailed at a respectful distance, their hands resting on the hilts of their cutlasses.
"Level 3 currently houses prisoners classified for Starvation Hell, Fleet Admiral Sengoku," Magellan reported, his deep voice muffled slightly by his jawline guard. "Most carry recorded bounties above fifty million, with a handful of recent transfers still under judicial review. Their stamina is managed strictly through water and ration limits."
"I am less concerned with the ordinary scum and more concerned with sloppy paperwork," Sengoku said, taking the ledger from Magellan's hand without breaking his stride. He flipped through the thick parchment pages, his eyes scanning the hasty, ink-smudged entries. "Three months ago, an incomplete local handover came through this prison. The intake sheet lists no surname, no confirmed bounty match, and a threadbare arrest summary."
"Ah, the prisoner turned over by Gecko Moria," Magellan noted, nodding once. "The man was severely injured upon arrival. Broken ribs, extensive lacerations, and advanced exhaustion. Because his identification could not be verified against active Marine posters, he was assigned a standard Level 3 holding cell under Seastone restraints pending a formal administrative review."
"An incomplete file like this should have triggered an immediate review, not a quarterly filing," Sengoku replied, his tone sharp with quiet authority. "Show me the cell."
Magellan gestured down a narrow side passage off the main catwalk. The heat here was even more oppressive, radiating directly from the ceiling of Level 4 below. The cells along this block were carved deeply into the black bedrock, fronted by heavy, reinforced iron bars.
The guard at the end of the hall snapped a crisp salute, hastily unlocking the iron outer grate.
Inside the small, shadow-drenched cell, a man sat slumped against the far wall. Heavy Seastone cuffs bound his wrists together, anchored to a thick iron ring embedded in the floor. His clothing was tattered, his lean frame showing the clear cost of prison rations, and old scars marked the exposed skin beneath his torn garments. His hair hung matted over his forehead.
Sengoku stepped up to the bars, his sharp gaze falling upon the bound figure. "Prisoner entry three-zero-nine. Raise your head."
The man didn't move for a long second. Then, with a slow effort that made his iron chains rattle against the stone, he tilted his chin upward.
Sharp eyes met Sengoku's through the dim candlelight. Despite the sunken cheeks, the flaking blood against his jaw, and his depleted physical state, a sudden, wolfish smirk cut across the prisoner's face.
"Well, look what the tide washed in," the prisoner rasped. His voice was rough from dust and dry air, but the rhythm carried an unmistakable, mocking cadence. "Been a while, Sengoku."
Sengoku's eyes widened slightly.
The scars and prison grime had changed him, but not enough. Sengoku knew that face. More importantly, he knew that voice. In an instant, the incomplete intake record vanished entirely from the Fleet Admiral's mind.
Sengoku turned slowly toward Magellan and the accompanying guard detachment.
"Step back," Sengoku ordered, his voice dropping into a register that tolerated no hesitation. "All of you. Clear this corridor and wait at the main stairwell landing."
Magellan blinked, surprised by the abrupt command. "Fleet Admiral? If the prisoner is hostile—"
"He is restrained, depleted, and in no position to attack you, Magellan," Sengoku snapped without looking back. "Clear the hall. Now."
"Understood, sir." Magellan bowed his head, turning to wave the guards back down the corridor. The heavy iron door at the end of the passage swung shut, sealing the quiet hallway from the rest of the floor.
Only when the footsteps faded entirely into the distance did Sengoku turn back to the cell. He stepped directly up to the iron bars, staring down at the chained man.
"Rocks D. Xebec's cousin," Sengoku said, the name heavy and dangerous in the quiet cell. "You've hidden yourself from the Government for a long time."
Renji grinned despite his condition, resting his elbows against his knees as the heavy cuffs dragged his wrists down. "Still barking orders, Sengoku? Get these Sea Prism cuffs off so I can beat the shit out of you."
Sengoku stared at him for a beat, refusing to reward the taunt. "So much in this hole and you still talk too much. You are in no condition to challenge anyone. Look at you. You're barely standing."
"Then get me out of these irons and let's find out," Renji grunted, pulling weakly against the floor anchor. The Seastone sapped what little strength he had left, keeping his knuckles pale and his body sluggish, but his gaze remained fierce.
Sengoku turned toward the hallway door and called out, his command echoing sharply off the stone walls. "Magellan!"
The heavy door creaked open, and Magellan re-entered the hall, flanked by four senior guards carrying long Seastone-tipped pikes.
Sengoku looked at the bound prisoner, his expression turning cold and absolute. "Take him to Level Six."
Magellan's eyebrows shot up beneath his dark cap. "Level Six? Sir, the Eternal Hell is reserved for—"
"Reclassify prisoner three-zero-nine under sealed security protocols," Sengoku interrupted flatly. "Place his original intake file under sealed classification. No lower-level staff is to speak his name or inquire about his origins. Fit him with double-locked Seastone restraints and move him down through the central lift. I will oversee his placement personally."
"Understood, Fleet Admiral," Magellan grunted.

By evening, the sealed transfer detail was ready. The guards stepped into the cell with practiced, nervous caution. Heavy Seastone shackles were locked around Renji's ankles, and a reinforced transport harness was secured over his shoulders to keep him centered.
Renji didn't fight the guards. He let out a low groan as they hoisted him to his feet, his knees buckling briefly before he forced his balance.
"Easy on the ribs, boys," Renji muttered as two guards dragged him into the hallway. "One of them's still setting."
As the escort walked him down the central passage toward the hidden lift shaft, Renji kept his head slightly bowed, his eyes darting quietly beneath his hair. He silently counted the steps to the lift platform, tracking the double-levered mechanical mechanism operating the heavy iron cage and the thick hatch sealing the shaft from above.
"Nice service," Renji rasped as they shoved him into the iron lift cage. "A bit drafty, but at least the elevator works."
"Silence, prisoner," a guard barked, slamming the iron cage door shut and pulling the lock lever.
The heavy chains grooved over the iron pulleys, and the lift began its long descent into the depths of the prison. The temperature climbed as the lift descended past Level 4, furnace heat pouring through the shaft until sweat gathered across the guards' faces. Then, as the cage dropped farther toward Level 5, the change came brutally fast. Heat vanished. Breath began fogging in the air, and frost crept across the iron framework.
When the lift finally came to a halt, the silence was absolute.
Level 6 was cold, dark, and still. The cells here were vast, built directly into the lowest foundations of the underwater fortress, surrounded by miles of ocean stone. The prisoners held in the dark shadows were quiet, their eyes gleaming like predators from behind reinforced iron bars.
The guards unlocked the lift and marched Renji down the central aisle to an isolated cell at the far end of the block. They removed the transport harness, but the Seastone cuffs remained locked around Renji's wrists, matching Seastone shackles stayed locked around his ankles, and a heavy Seastone collar was secured around his neck before the chains were fixed to the wall anchor.
The heavy cell door slammed shut, and the lock clicked into place with a definitive, ringing tone that echoed through the dark floor.
Sengoku stood outside the bars, watching as Renji sank heavily against the cold stone wall, breathing through his nose as the weight of the Seastone settled back over his body.
"You'll remain here under direct observation," Sengoku said, his voice quiet in the vast darkness of Level 6. "I have paperwork to finalize with Marine Headquarters. I will return tomorrow morning for your formal interrogation."
Renji leaned his head back against the stone wall, a tired, faint grin returning to his cracked lips. He closed his eyes, ignoring the lingering stares of the shadowy figures in the neighboring cells.
"Take your time, Sengoku," Renji muttered softly, his raspy voice barely carrying across the floor. "I'm not going anywhere."
Sengoku stared at him for a long moment, his jaw tight, before turning on his heel and marching back toward the lift. The heavy footsteps of the Fleet Admiral and his guard slowly faded into the quiet gloom, leaving the lowest floor of the Great Prison in utter silence.
Deep within the dark cell, bound in iron and submerged deep beneath the sea, Renji rested his head against the cold stone, entirely unaware that Shanks's ship was already cutting through the Calm Belt toward him.
