The arrangements for the Ninja Corps had been clearly outlined in the previous meeting.
Select exceptionally capable elite ninjas, for instance, those proficient in one or two types of attack Release Ninjutsu, and then reorganize them into teams based on the Ninjutsu they know and their strengths.
The rest, just stand together and throw Shuriken Kunai and Explosive Tags.
In fact, this type of talent is common, graduates from the Ninja Academy are placed into Chunin Squads, or learn uniformly under the guidance of Chunin or Genin instructors.
Basically, they are not taught Ninjutsu, after teaching them how to better use Chakra, they are placed into the Ninja Corps.
In Konoha Village, aside from the Ninja Race, few of the Chunin or Genin know Ninjutsu, partly due to insufficient Chakra, and partly because there's nowhere to learn.
Chunin in charge of teams are not responsible for teaching Ninjutsu either. To learn Ninjutsu, unless you achieve merit and apply to the village, you can only hope for a good-hearted Chunin in charge, who pitifully teaches one or two Ninjutsu.
In the five-hundred-ninja corps, only sixty-nine people were counted as knowing Ninjutsu in the end.
Finally, based on their mastery of Ninjutsu, they were reorganized into teams, selecting twelve clearing squads, and tasked with leaving the camp to take on missions daily.
Facing these civilian ninjas, Uchiha Yoichi made some promises. As long as a squad could complete ten tasks, they could exchange them for a Ninjutsu with him.
He also presented a Ninjutsu directory, most of which were D-Class and E-Class Ninjutsu, with only a small portion being C-Class Ninjutsu.
These were all obtained by Uchiha Yoichi from the Hidden Cloud Village side, though the Uchiha Race also had them. However, given their specialized nature, many Ninjutsu were of little use to the Uchiha Race.
Upon hearing Uchiha Yoichi's words, these twelve squad captains were very excited. Just completing ten tasks would allow them to exchange for a Ninjutsu Scroll, and although most were low level, for those with no access to Ninjutsu, it was a precious opportunity.

That's not happening. Genin can't use many Ninjutsu, nor do they know Release Ninjutsu. Save that bit of Chakra for throwing Shuriken and Kunai.
When Uchiha Sasuke performed a Great Fireball Jutsu upon graduation, it shocked Kakashi, which already illustrates that for Genin, mastering the Three-Body Jutsu is common knowledge.
