Bringing Nagato back to Konoha was a decision Jiraiya made after careful consideration.
There were too many mysteries surrounding Amegakure—whether it was Hanzō's sudden aggression or the mysterious figure who used unknown genjutsu to ambush Nagato. Clearly, the Akatsuki organization alone couldn't unravel these secrets.
In Jiraiya's mind, the only person capable of solving the riddle of Hanzō was his old friend.

"Other than Lord Madara, only Nagato can control the Gedo Statue—" Setsuna began to rebuke Yowan loudly, but was interrupted before he could finish.
"There are many Uzumaki clan descendants in the ninja world, and plenty who are more excellent than Nagato. Why be so fixated on him?"
Yowan narrowed his eyes, pointing at Setsuna: "Training a naive Uzumaki clan member from scratch is much simpler than trying to change Nagato, isn't it?"
Hearing Yowan's words, Setsuna fell silent for a moment, then slowly spoke: "That would waste a lot of time."
