CHAPTER 0.06: THE REAPER COUNCIL

No one truly knows who sits at the top of the Reaper hierarchy.

They decide which organizations live or die, which Reapers are executed or crowned, and which truths remain buried.

Their symbol — a black sigil shaped like an eye within a circle — marks everything from academy diplomas to execution orders.

Even Level 1 Reapers fear receiving letters sealed with it.

The List of the Hundred

Every Reaper in the world—whether mercenary, official, or criminal—dreams of being recognized by the Reaper Council's Hundred List.

The List is updated once every decade, ranking the 100 most powerful Reapers alive, regardless of allegiance. It is both a mark of honor and a death sentence—those on the list are constantly challenged, hunted, or worshiped.

The rules are simple:

To join the List, a Reaper must defeat someone currently ranked on it.

Rank is determined not just by victory, but by style, influence, and control.

Death removes a name permanently; ascension takes its place.

Only those acknowledged by the Council's upper division, the Twelve Judges, may be listed. Their identities are unknown to most.

Known Information

Though names are often redacted in official archives, the public knows fragments of the current generation's rankers.

Some serve the Council. Others oppose it.

But all of them carry a single burden—to exist as proof of death's hierarchy.

The Council's Unspoken Rule

The Reaper Council publicly claims neutrality, but every agency, every academy, and every rank ties back to them.

They determine which laws apply, who ascends, and who vanishes.

No one defies the Council without consequence. Not even those in the Hundred.

The only one who has done so—and lived—is Daichi, who is ranked 5th on the list, but can easily handle those ranked above him if he so wanted.

When questioned, his only answer was a smirk and five words that became legend among the underground reapers of the world:

"They can't rank the infinite."
