Nobu had already guessed his intent. After a moment's silence, he said, "I understand. If we hold an exchange match between the divisions once a year, and the results decide which division handles the cleaning for the next year, then those lacking the skill would have no right to complain."

Yamamoto shook his head. "A month would be too often. A year is acceptable. But your Fourth Division may still privately hold matches with others as often as you wish."
