Yes, it's the Quasi-God Dratini of Kanto!
This was a Pokemon captured in the Wilderness Area, and even Misty didn't expect to be lucky enough to capture a Dratini.
Dratini did appear in the Wilderness Area back then, but its presence led many Trainers from all over Kanto to flood the area, as this is a Quasi-God. Once evolved into its final form, it can surely reach Gym level.
And the ability values of a Quasi-God are exceptional among Pokemon of the same level, who wouldn't want to capture such a Pokemon?
However, the Wilderness Area was once thoroughly explored to no avail in finding a Dratini, and the area's ecosystem was severely damaged, which led to the later restriction on the number of people and Pokeballs allowed.
In fact, Dratini does exist in the Wilderness Area, but they are hidden, and only the area's administrator, Caesar, knows their whereabouts.
This time, the capture of Dratini was thanks to Team Rocket, who extorted the location from Caesar, and finally, Ash and his friends drove Team Rocket away, with Misty also discovering and neutralizing the bomb hidden underwater, ensuring the Dragon Valley of the Wilderness Area wasn't blown to smithereens.
Because of this, Caesar's favor towards Ash and his friends increased greatly, and the Dratini from back then has evolved into a Dragonair and even has a child—a new Dratini.
The mother wanted her child to see the world outside, so she entrusted Dratini to one of Ash's group.
Ash and Brock both decided to step back, giving Dratini to Misty.
Ash felt that he already had his hands full training his current Pokemon, and adding a Dratini with a long growth cycle would make rotating and training his Pokemon even more troublesome.
The capture of Tauros was because Ash rode it around the Wilderness Area, and Tauros liked him very much, which led to its capture.
Otherwise, he wouldn't have captured any Pokemon on this trip.
Brock also captured a Rhyhorn in the Wilderness Area, making the trip fruitful for him too, while Misty hadn't captured any Pokemon, so ultimately, the Dratini was given to Misty.

Staryu's level reached Professional Middle, Wartortle reached Advanced Peak, Horsea to Advanced Level, and Psyduck... it's quite strange. Its normal level appears to be only Ordinary Middle Level, but during a confrontation with Team Rocket, it unleashed power comparable to Professional Level!
When Team Rocket clamped down on Psyduck's head that time, Psyduck experienced an explosive outburst.

At least before reaching Gym level, there's no worry about bottlenecks.
Brock's newly captured Rhyhorn was at Ordinary Advanced Level, a relatively common level for the wild, while Misty's Dratini was at Ordinary Peak, indicating Dragonair likely paid great attention to her daughter's training.
For a Quasi-God to reach this level, the effort required is much greater than that of an ordinary Pokemon.
Finally, regarding Ash's Pokemon levels: foremost is Pikachu—Professional Peak!
After that battle, in just twenty days, it boosted two levels in a row, even Ash felt amazed; how could the great Pikachu master level up so swiftly at the professional tier?
This growth pace isn't much slower than at the elite level!
