Generally speaking, the term speed in Pokemon refers to two things: one is movement speed, the other is the speed of executing moves.
Abilities or traits that enhance speed boost both aspects, but the increase in move execution speed is slightly less compared to the self speed.
Even so, the doubling in speed brought by Chlorophyll is an extremely terrifying boost for Venusaur!
Plus, in the current Sunny Day, Solar Beam requires no charging, allowing it to be unleashed in an instant.

With Charmeleon's speed, stopping Venusaur is impossible.
