Having just the strength without the status, or just the status without the strength, won't suffice.
He estimated that once Minato becomes Hokage, this portion of the boost will increase. By then, Obito will be the grand-disciple of the previous Hokage and the disciple of the current Hokage, doubling up the buffs.
Apart from Obito's sudden rise, there was no change in Shisui and Might Guy's progress.
