Chapter 219 - 417 | Last Report

Fleet Admiral Sengoku sat behind a wooden desk, the surface organized and free of clutter. He was in deep thought about the upcoming war, about pulling in needed resources to not only win the war, but to win with it minimal casualties.

The second part of the grandline was ruled by the Emperors and each of their forces was enough to contend with the marine organization. Honestly speaking Sengoku didn't want a war to happen.

Too many lives will be lost, and whoever wins, the world will be in chaos. But like everything it wasn't up to him to decide that. The five elders wanted a war to happen.

After Roger's execution, the number of pirates had reached an all-time high. And in doing so it caused a lot of problems for the navy and world government as a whole.

With this war, the elders wanted to eliminate one of the Yonkos. By doing that, the Navy would show itself as the strongest among all the faction. And in doing so, it would also cause a lot of changes in the New World. Changes that were both good and bad.

For Sengoku, he didn't completely agree with the war to begin with. But among the other Yonko's Kaido was one that he could mostly get behind waging a war against. Even Big Mom was relatively tame compared to that monster Kaido.

But at the same time, Kaido was strong. Back before he was the fleet admiral, Sengoku had fought against Kaido a few times. And he knew that he wasn't an easy opponent.

His full crew was structured around strength, with almost all of them having some kind of ancient zoan of some kind. So the war would be anything but easy.

The Navy, the warlords, and the yonko's held a balance of power. Even with the Warlord system being flawed it had its uses. It was an official way to bring in powerful pirates to do the Marines' job for them.

So, it was a great bit of stress that one of the warlords, Mihawk had abandoned his duties. But then again what else can he expect from a pirate?

The Warlords were a wild card, and Mihawk was the wildest of them all. All but joining the ranks due to his personal amusement. But that didn't matter.

Just his joining the ranks was enough to bolster the morals of any marine soldiers and people. Sengoku would honestly have him by their side rather than against them.

But he was also unpredictable. And his dual with Akagami Shanks just proved the point.

'Why did they have to fight now?' Sengoku thought to himself, sighing, 'The war would have been much easier if Mihawk was around. This… this complicates things. The war is only months away… and now this?'

It wasn't uncommon for Mihawk and Shanks to fight. There were some history between them. Both men had deep respect for one another and usually, both of them listened to each other.

Unlike other Yonko's Shanks was easy to predict. He was a pacifist, his grand fleet of pirates were all weak and he took them into to shelter them, rather than boost his power. But that didn't make the Akagami weak. He was far from weak. The same was true for his crew.

And because of this Mihawk respected him. Sengoku could see Shanks convincing Mihawk in to not joining the war. And that… that wasn't good for the navy.

The official date of the war was yet to be set. The Navy had one thing going for them. And that was the capture of Jack, the drought. Usually, in other times, the Navy would have wanted to exchange the prisoner with something of value, either a freeing a few islands or any marine captives they had.

But that was when they wanted to avoid a war. This time, the Marines were taking the incentive to start one. Sengoku could only hope things will go well.

There were already small clashes happening in the new world between marines and the Beast pirates. And the Marines doing everything possible to keep an eye on what the Beast pirates did.

There were possibilities of them attacking any of the marine bases in retaliation and so security was in all time high. Even without the Mihawk, Sengoku was confident in the Marines winning. But the casualties will be high. But there was nothing he could do about it.

And Mihawk wasn't the only problematic warlord either. Sengoku looked down at the letter Luffy had given him earlier. And Sengoku really was shocked about what was written in the letter. So he had to be clear.

Right then there was a knock at the door, before it was opened. "Yo!" Luffy said, holding his hand up, as he entered the office, "You called old man…"

Sengoku's brow twitched, 'So that's how Kong-sensei felt about Garp always bargaining around in the office…' The fleet admiral thought eying the pirate as he came up on the couch, casually sitting down with his leg crossed.

Seeing this he sighed. He was almost glad that this one didn't join the Marines. Like his grandfather, he would have been a massive headache to deal with in a regular basis.
