"Tsunade… do you really need to go this far?"

"I do," she sighed. "The Uchiha are growing too fast. At this rate, in less than ten years, the combined ninja forces of the entire world won't be able to match them. In terms of elite numbers alone, no one can rival the Uchiha anymore. Only overwhelming individual power can keep them in check."

She continued softly.
