Chapter 15 - Uchiha’s Power demands

Yagami returned home, greeted warmly by his grandfather.

Tanaka:

"Ah, Yagami! Welcome back. How was the mission?"

Yagami:

"It went well, Gramps. My assignment was to investigate Kiri ninja activities in the Land of Grass."

Tanaka:

"That's a good start for a young shinobi."

Yagami:

"Yeah, being a ninja isn't just about fighting in wars. It's about gathering intelligence, transferring crucial information, and even spying. There's a lot more to it than just combat."

Tanaka:

"Well said, my boy. You've got the right mindset."

At that moment, Shisui entered the room, preparing for a mission.

Shisui:

"Yagami, Gramps, I'm heading out for a mission."

Yagami:

"Good luck, Nii-san! Oh, by the way, I met Tokuma from the Hyūga clan, he is in my team now. He mentioned he was your teammate once."

Shisui:

"That's true. We had a great balance in our team back then. I'm not sure why he was reassigned, though."

Yagami:

"Don't worry, Nii-san. As long as you're part of a team, the mission is bound to succeed."

Shisui, visibly encouraged, smiled and vanished with a flicker of his body flicker technique.

Tanaka:

"Shisui has been acting a bit differently lately. The chakra in his eyes feels... stronger. There's something unusual."

Yagami:

"Gramps, I want to share some thoughts with you and the clan leader. Could you arrange for clan leader and Itachi to come here? It's my concerns about the Uchiha Clan's position"

Tanaka:

"Very well. I'll call Fugaku. Wait here."

While Yagami set up a whiteboard to organize his thoughts, Tanaka quickly summoned Fugaku, who lived just a 3 houses away.

Fugaku and Itachi entered, curious about the discussion.

Fugaku:

"What's this about, Yagami?"

Tanaka:

"Yagami has something important to share. Let him speak without interruption."

Yagami:

"It's about Uchiha Clan's Position in the village now, itachi knows the half of it already"

Itachi nodded and began by drawing the symbols of the Uchiha, Senju, and Uzumaki clans on the board.

Yagami:

"Let's start with the history. The Senju and Uzumaki clans are closely related by blood. However, they've had a bitter history with the Uchiha.

This hostility began to change when the Uchiha agreed to join a united village under Hashirama Senju's leadership.

Uchiha clan were totally integrated with the village system, there were no problem or what so ever.

The real issue lies with Tobirama Senju. He was deeply scarred by the deaths of his brothers, both at the hands of Uchiha shinobi.

Despite Hashirama's attempts to promote peace and move past old grudges, Tobirama couldn't let go of his hatred for the Uchiha.

Yagami paused, allowing Fugaku and Tanaka to process his explanation before continuing.

Tanaka:

"Which policies are you referring to?"

Yagami:

"The Uchiha Police Force."

Fugaku:

"What about it?"

Yagami:

"The Police Force was a calculated move by Tobirama Senju. On the surface, it appeared to give the Uchiha clan a position of authority—making and enforcing laws in the village. But in reality, it isolated us from the rest of the village.

This role paints us as enforcers of fear rather than trust, creating resentment and hatred among the villagers.

Tobirama understood this very well. At the time, the Uchiha lacked power, and the Senju were firmly entrenched in the central leadership, which was once promised to Uchiha.

Tobirama weaponized this imbalance to assign us this 'toxic' position, knowing full well it would further alienate the clan."

Tanaka:

"Hmm..."

Yagami:

"Now, those who hold central power—like the elders—are successors to Tobirama's mindset.

They harbor the same distrust and disdain for the Uchiha. Most notably, Danzo openly seeks to eliminate our clan."

Fugaku:

"What are you saying? How can you be so sure?"

Yagami:

"Thanks to my Uzumaki lineage, I've awakened sensory abilities as part of their Kekkei Genkai. I can sense emotions. What I've observed from the elders—Danzo and the others—is clear: they hold no goodwill toward the Uchiha. Their emotions are filled with fear, mistrust, and a desire for our eradication."

Tanaka and Fugaku exchanged uneasy glances, beads of sweat forming on their foreheads as the weight of Yagami's words sank in. Meanwhile, Itachi listened intently, his expression unreadable.

Yagami "This fear comes from 2 incidents, once is Madara controlling Nine tails and used it as his summon, next nine tails rampage which was coordinated by Uchiha clan's Kekkei Genkai the Sharingan"

Itachi "they fear our Sharingan, and our clan's sprit"

Yagami:

"What worries me even more is Shisui. He's growing increasingly loyal to the village over the clan. I fear that if this continues, he could become a spy for the elders. And if Shisui influences Itachi, I'm afraid it could sway Itachi's mind as well."

Itachi:

"Don't worry, Yagami. I'll never change my mind. My loyalty to the clan remains unwavering."

Fugaku sighed deeply, his expression a mixture of regret and relief.

Fugaku:

"I had initially thought of entrusting Itachi's training entirely to Shisui. But now, seeing how much more insight and maturity you have, despite being the same age, I realize leaving Itachi to learn from you was one of the best decisions I ever made."

Yagami:

"Thank you, Lord Fugaku. Now, I want to share my thoughts on how we can ensure the survival and prosperity of the Uchiha clan in these precarious times.

If we observe the other major villages' systems—Kirigakure, Kumogakure, and Iwagakure—their Daimyo play a direct role in major decisions. Jonin councils often coordinate with their respective Daimyo.

But here in the Land of Fire, the Daimyo is deliberately excluded from the Hidden Village's affairs. Instead, he spends his resources on personal protection, hiring samurai like the Twelve Guardian Ninja from the Fire Temple. This separation weakens the village politically and leaves the Daimyo isolated from shinobi affairs."

Fugaku:

"That's true. The system here is flawed. Despite rampant theft and unrest in the Land of Fire, the Daimyo is left powerless to act effectively."

Yagami:

"Exactly. This presents us with an opportunity. Why not offer the Uchiha Clan as the Daimyo's exclusive protectors? And police force of the land of fire capital? This would align us closely with the most powerful figure in the Land of Fire and earn us his favor."

Tanaka:

"But what about the village's security? Who would oversee that?"

Yagami:

"Gramps, hear me out. Many clans—like the Inuzuka, Aburame, and even the Hyuga—are not fully engaged. They have the numbers, but their members are largely idle, staying within their compounds. If we strengthen relations with these clans and offer support, we can delegate routine security to them while reserving the elite Uchiha Police Force for critical tasks.

We would still retain overall control while integrating the clans into a broader system. This ensures the Uchiha maintain influence over both the village and the Fire Capital. The Uchiha Evening School bought by me, has done an amazing job, by rising the rank of Uchiha clan's police force, most of them are Jonin and Elite Jonin who knows fire style and Genjutsu for information retrieval, that major contribution goes to elders of hardliners Kaka and Renji"

Fugaku and Itachi in unison seeing each other.

"Brilliant. Bloody brilliant! Now we have the ranks ready too"

Yagami:

"By aligning ourselves with the Daimyo, the elders in Konoha will lose their unchecked authority over us. With the Daimyo's oversight, they won't be able to openly act against the Uchiha. Eventually, we can dominate central power, but this must be executed meticulously, step by step."

Fugaku:

"There's a no-moon day coming tomorrow. We could present this to the clan during our gathering."

Yagami:

"I oppose that idea."

Tanaka:

"What?"

Fugaku:

"But Why?"

Yagami:

"There are still loyalists within the clan—those who cling to the village's ideals and might leak this information to the Hokage. If this plan is revealed prematurely, it could spell disaster. We must act in utmost secrecy."

Itachi:

"Yagami is right. Information is power, and the fewer people know, the better, we must prevent it from Shisui niisan too."

Tanaka:

"Then it's settled. Fugaku and I will meet with the Daimyo next week. We will leave the village reasoning to travel to the land of springs and wine, then we will use my summon Garuda to fly from Konoha to the fire capital in few minutes"

Fugaku:

"Excellent reasoning and travel option, Sensei. This approach keeps our intentions subtle and allows us to establish a direct relationship with the Daimyo without Konoha noticing, but they will know it later anyway."
