Chapter 159 - Chapter 159: The New Beasts Pirates

The New World was a place of constant storm and strife, but within the borders of Wano Country, the night was alive with celebration. The Flower Capital glowed under the light of thousands of lanterns, reflecting the newfound glory of the Beasts Pirates. For two weeks, the crew had sailed the seas, meeting almost no resistance as they expanded their territory. Fearing the wrath of the Governor, many islands had torn down the flags of the Whitebeard and Red-Haired Pirates, replacing them with the dreaded skull of Kaido.

With the death of Whitebeard, the balance of the New World had shifted. Kaido had personally driven back Red-Haired Shanks, and Big Mom showed no desire to start a war, leaving the Beasts Pirates as the undisputed strongest force on the sea. Throughout the Grand Line, people began to refer to Kaido as the World's Strongest Creature, a title once held by the deceased Newgate. His performance during the Paramount War—taking down Fleet Admiral Sengoku with a single blow and fighting Garp to a standstill—had cemented his legendary status.

To mark this era, Kaido declared a three-day festival. The curfew in the Flower Capital was lifted, and even the workers from the labor camps in Udon were permitted to enter the capital to join the revelry. The atmosphere surpassed even the traditional Fire Festival in its energy and scale.

Inside the Shogun's palace, the festivities reached their peak. Queen the Plague, the lead performer of the evening, danced and sang for the crowd until he felt the time was right to head to the main hall. This room was reserved for the elite, the true central power of Wano and the Beasts Pirates. Walking in, Queen noted many unfamiliar faces, realizing how much the crew had grown under Kaido's leadership.

"Big Brother Queen! Over here!" Jack called out, gesturing to a seat.

Queen sat down just as a loud announcement silenced the room.

"Governor Kaido has arrived! Lady Kurozumi Tama has arrived!" 

Heavy, rhythmic footsteps echoed in the hall. Kaido entered, looming over everyone as the ruler of Wano and the world's strongest man. Beside him walked Kurozumi Tama, the young Shogun of Wano, her expression firm and determined. Behind them followed their attendants: Baby-5 and Monet for Tama, and a mysterious young girl for Kaido.

Kaido and Tama took their high seats, overlooking the assembled officers. Without wasting time on formalities, Kaido raised a massive sake cup.

"Worororo! I'm not much for speeches," Kaido laughed. "Let's drink!"

"Long live Governor Kaido!" the hall erupted in cheers.

The Order of the Beasts

As the first round of drinks finished, Kaido looked out over his unified forces. To his left sat Tama, his daughter and the Shogun, flanked by her guards. To his right sat Black Maria, the crew's Minister of Finance and Kaido's acknowledged partner, with a young girl named Hoko standing behind her.

Below them sat the Four Calamities. King and Enel occupied the left, while Queen and Jack took the right. Each had brought their closest subordinates. Behind Queen, the Minister of Science, sat Babanuki, the former warden of Udon. Behind Jack sat the armored Scotch. Behind Enel, the Minister of Internal Affairs, sat the Supernova Urouge, who now served as Enel's High Priest.

Further down were the Tobi Roppo. On one side were Fūgazan, Sasaki, and Page One; on the other were Ulti, Reiju, and Pudding. Each was joined by a key subordinate, including Reiju's brother Yonji and the Mink Pekoms, who acted as a guardian for Pudding on behalf of Big Mom.

Finally, the newly formed Oni Squad Captains stood ready:

1st Division: Basil Hawkins

2nd Division: Blueno

3rd Division: Scratchmen Apoo

4th Division: Kalifa

5th Division: X Drake

Seven captain positions remained vacant. Though Caesar Clown and Vinsmoke Judge worked for the crew, their roles remained secret for now.

"Today marks a new era," Kaido began, his voice deep and commanding. "The Beasts Pirates are now the largest and most powerful crew on the sea!"

The room shook with thunderous applause.

"But don't get complacent," Kaido warned, his eyes flashing. "Our true enemies aren't other pirates. Our enemy is the Marines and the World Government!"

The newcomers, particularly X Drake, felt a surge of tension at those words. Kaido then formally introduced Tama as his daughter and the Shogun, demanding that the crew show her the same respect they showed him. Tama stood tall, promising to protect Wano and not fail her father.

Assignments for the New Blood

Kaido introduced his new secretary, Lily, before turning his attention to the division captains.

"Basil Hawkins!" Kaido barked.

Hawkins stood calmly. "Governor Kaido."

"You've seen Wano now. What do you think?"

"It is a place of great vitality," Hawkins replied. "Fate has led me to where I belong."

"Worororo! Good. You are the Captain of the First Division," Kaido said. "Go to Jack and pick your officers. You will report to King and handle security in Udon. There are too many outsiders causing trouble there."

Next, Kaido addressed Blueno, tasking him with assembling the Second Division for special operations under Kaido's direct command.

When he reached Apoo, the pirate was visibly excited. Kaido tasked him with creating a grand fighting arena in Wano. "We have Artificial Devil Fruits," Kaido revealed, shocking the newcomers. "Half will be for the crew. The other half will be prizes for the arena. Your Third Division will manage it."

For Kalifa, Kaido assigned the Fourth Division to medical and support roles. "We need ship doctors," Kaido noted. Black Maria agreed to have her subordinates assist Kalifa, who utilized her past medical training from CP9 to accept the post.

Finally, Kaido turned to X Drake. "Drake, you were a Marine, weren't you?"

Drake broke into a cold sweat but remained standing.

"Don't be nervous," Kaido laughed. "Your Fifth Division will be under Jack. Your mission is to train our pirates like Marines. I want elite soldiers, not just brawlers. Do you understand?"

Drake nodded, realizing how much trust—and pressure—Kaido was placing on him.

"Good," Kaido concluded, raising his glass again. "Now, there are two things left: the remaining captain spots and our final training plans..."
