Leo's voice carried like iron.

"It shall rest with the Supreme Court and its system. Based on the Charter and the Council's laws, it shall judge disputes, punish crime, defend fairness and justice.

Judges shall be chosen by strict selection and Council review. Once appointed, they cannot be dismissed save by grave legal cause and arduous impeachment. Thus shall independence be preserved."

The triad of powers unfolded in their minds like a grand magical diagram—cooperative yet checking, intricate and enduring.
