After Tobirama Senju had eliminated Kinkaku, Ginkaku, and twenty other elite Jonin, the Cloud ninja became much more polite towards Konoha. They had always believed in the supremacy of the strong. If I'm strong, I can bully you. If you're strong, I'll ally with you so you don't beat me up. It was an old tradition.
The Third Raikage had also just come into power and was eager to end the war and consolidate his position. Thus, the Cloud and the Leaf quickly came to an agreement and signed the armistice.
"So, Konoha didn't ask for any war reparations?"
An Yan rested his chin on his hand, listening to Mito Uzumaki's story.
As an ordinary low-level ninja in Konoha, his channels for information were limited. He got most of his important intel from Grandma Mito.
For example, a while ago, when the Second Hokage and the Second Raikage were signing the truce, the Second Tsuchikage and the Second Mizukage tried to sneak attack Konoha and ran into each other in the wild.
The two had been enemies since the Warring States Period. The Second Tsuchikage, Mu, was covered in bandages because of injuries inflicted by the Second Mizukage, Gengetsu Hozuki. And the Second Mizukage himself was so severely injured from their past encounters that he couldn't attend the first Five Kage Summit.
This time, when they met, old hatreds flared. The mustached man and the bandage man fought to a standstill and ended up killing each other. The Konoha ninja who arrived on the scene were baffled. What was that all about? Did they intentionally come to die at Konoha's doorstep to frame us?
The Konoha ninja didn't care. If we found it on our doorstep, it's ours. They took the bodies back to the Analysis Division to see if they could extract any valuable memories from their brains.
When Tobirama returned and heard about this, he waved his hand and had them all sent to the Technology Development Department to be used as research material and components for the Reanimation Jutsu.
Back in the Senju compound, Mito smiled at An Yan's question.
"Their Kage died in battle, while ours returned safely. If we demanded reparations on top of that, it would only fuel their resentment and could easily lead to another war. The Land of Fire occupies the best resources in the ninja world. It's better for us not to start wars if we can avoid it. As long as we buy time, our village will recover faster than the others."
"That's true, but not asking for reparations makes it feel like the war was fought for nothing, and so many people died in vain."
An Yan scratched his head and spoke his mind. There was no need to lie in front of Mito; she could see right through him.
Mito didn't answer his question, only sighed.
It wasn't that Konoha didn't want reparations, but their strength didn't allow for it. Although the Cloud had lost Kinkaku, Ginkaku, and the Raikage, they still had the ultimate weapon: the tailed beasts. Not to mention the Mist and Stone villages were watching from the sidelines. Konoha was surrounded by enemies and couldn't afford to start another conflict lightly.
Seeing Mito sigh, An Yan guessed her thoughts and sighed as well.
"If only the First Hokage had unified the entire world. Then all nations would be one, and there would be no more war."
Mito smiled. "Each generation has its own mission. Hashirama did the best he could. And the world isn't so easy to unify, nor is hatred so easy to forget."
"If the First Hokage had worked with Madara Uchiha, they could have easily swept through the other four nations, right?" An Yan asked curiously.
Mito sighed. "Every time Hashirama used his Wood Style, it consumed a large amount of his Yang Release life force. Chakra is extracted from cells. Over time, the cells divide faster, and a person's lifespan shortens. How do you think Hashirama died?"
An Yan was shocked. "The First Hokage died because his cells reached their division limit?"
Mito nodded gently. "If he had really gone with Madara to conquer the other four nations, his life might have burned out after conquering just one or two. Then, Madara and the others alone could never have pacified the remaining nations, and the ones that had been conquered would have fallen into chaos again."
An Yan scratched his head and took a sip of tea. He felt a newfound appreciation for the greatness of Qin Shi Huang. If he hadn't unified the seven kingdoms, the world might still be in constant turmoil, with wars every few years, just like this one.
"So, what level of strength does Konoha need to reach to unify the ninja world and achieve world peace?"
An Yan continued to ask. The one who answered was Tobirama Senju, who had just walked in.
"That's not a question you should be thinking about. What you should be doing now is mastering all the jutsu you can, so you don't end up dying young when you run into trouble."
An Yan glanced at Tobirama, his mouth twitching. Are you talking about yourself?

Seeing Tobirama, Mito immediately poured him a cup of tea.
"Since you have time, you can talk to this boy. I'm just a woman; I've never cared much for state affairs and can't keep up. I'll go check on Tsunade's homework."
Tobirama sat down, took a sip of the tea his sister-in-law had poured, and glanced at An Yan. The meaning was clear: Spit it out.
What should we talk about?
Peace? Hatred? Nuclear deterrence?
An Yan sighed and decided to start with something practical. Tobirama was an extremely intelligent man. Talking about vague concepts would probably lower his opinion of him.
"Lord Tobirama, after this war, we should have about a decade of development time. After that, the other nations will have recovered their strength and will likely start another war. Konoha is surrounded by enemies; we should prepare early."
Tobirama frowned slightly, his face set in its usual combat-ready expression.
An Yan was used to Tobirama's stern face. The man would probably look the same way at the Sage of Six Paths.
"For example, we should significantly increase the budget for medical ninjutsu and establish a comprehensive medical system. We should start teaching emergency first aid to academy students. We don't need every ninja to be a medical expert, but they should be able to treat common injuries themselves to prevent infection and death."
Tobirama nodded. "Anything else?"
An Yan spread his hands. "I'm just a six-year-old kid. I don't have that many brilliant ideas."
There were many things An Yan couldn't explain the source of, so he couldn't say them.
Tobirama was silent for a moment, thinking.
"That's a good suggestion. I'll mention it to Monkey for you."
An Yan frowned slightly. Hiruzen Sarutobi seemed to be resistant to new things. The chances of this proposal being approved were slim.
But it didn't matter. He could always bring it up again when he was older.
