Then a noisy discussion quickly ensued. The director of the National Disaster Management Authority smiled and muttered "this kid," while an unknown middle-aged Indian official directly refused, saying it would waste too many of the government and military's resources. Perhaps not wanting him to hear the negotiation details, they muted the communication.
About ten seconds passed.
The cabinet secretary spoke again.
"Now, the tropical low-pressure system is bringing heavy rain over northern Assam. The airport's landing visibility is very low. Do you know how many resources and manpower it takes to transport 1,000 personnel and 400 boats? If any problem arises during transport, who will take responsibility for that?"
