Originally, completing the mission of subduing the Na'vi should have involved a gradual conquest through force,
and then transitioning to the second phase of the mission.

Its control over beast tides is only achieved by producing pheromone-like substances. As for its attitude towards the Na'vi, Eywa views the Na'vi as its children as a whole, and does not care about the life or death of any specific Na'vi, much like normal human parents don't care if their children lose a few strands of hair.
