Chapter 115 - Alliances

After signing the contract with Isaac, Marcus didn't waste time. He immediately called for everyone else on the Ishimura, including Jill and the others from the Resident Evil world, and presented the contracts for their signatures. As Marcus and Isaac had expected, every person on board chose to accept this fair agreement.

For them, Marcus already held overwhelming power; signing a reasonable contract was simply the most logical choice. As an incidental reward for their successful recovery of the Abyss Virus, Marcus also awakened Psionics in Jill, Carlos, and Tyrell. He intended to train these individuals into capable combat personnel, enabling them to undertake less difficult missions for him in the future.

With these arrangements complete, Marcus wasted no time. He immediately prepared to contact the newly formed United Government of Earth as the captain of the Ishimura. At this time, Earth was experiencing immense turmoil.

Marcus had given them a strict three-day deadline, forcing the five major powers to unite with lightning speed. They bypassed consultation with most smaller and medium-sized countries, directly deciding to establish the United Government.

The entire international community reacted with differing attitudes. According to the plan put forth by the five major powers, countries joining the United Government would retain a high degree of autonomy, but numerous aspects would now fall under the governance of the central authority.

Some smaller nations, already struggling with finances, food shortages, and lack of weapons, naturally expressed their approval, eagerly anticipating relief from the new government. However, certain African countries under warlord dictatorships, as well as medium-sized nations that considered themselves influential, viewed this as a tyrannical move and stubbornly refused to join.

The international situation rapidly escalated, and as the deadline drew nearer, a wave of covert assassination operations swept across the globe. Leaders of various countries who opposed joining the United Government were all swiftly eliminated by unknown individuals.

Although several terrorist organizations later claimed responsibility, anyone with a discerning eye understood this was a cold-blooded, calculated tactic by the five major powers. Under this chilling display of force, the reluctant countries quickly changed their minds.

"What on earth happened? Has this world gone mad!?" The international community was instantly in an uproar; even during World War II, the five major powers had never been so unified. Only former high-ranking officials, who had been secretly informed about the Blood Moon and the extraterrestrial civilization's trade offer, remained calm, reassuring their respective citizens.

In short, after the bloody assassination campaign concluded, humanity in the Resident Evil world had barely managed to form a loose, unified political entity. If not for the strong suppression by the five major powers, combined with the enticing promise of alien technology and life-extension techniques, this so-called "United Government" would have crumbled long ago.

"Humans," Marcus mused, shaking his head as he looked at the information on the screen before him, "they never know how to unite until they experience a few world-ending crises." However, he didn't concern himself much with these internal politics. As long as Earth in the Resident Evil world could provide him with sufficient resources and population to support his future actions, that was enough.

The communication connected. On the other end of the screen was a not-so-spacious conference room, where various high-ranking officials of the United Government were seated—or rather, the former leaders of the major powers.

For this contact, Marcus used the identity of the Ishimura's captain. Although, according to the United Government's understanding, this identity was not as significant as the entity named "Kairon," he was still an extremely distinguished guest to them.

"Hello, Captain Marcus of the Ishimura. We are the five chairmen of the United Government," one of them greeted. In the conference room, five individuals occupied the most prominent positions. These individuals had learned Marcus's name from the survivors of Raccoon City. They had also learned from Sheriff Marvin and Officer Elliot the true origin of the Necromorphs that had defeated the American National Guard. Coupled with the fact that the Blood Moon first appeared in Raccoon City and the tens of thousands of missing Necromorphs, these leaders had, in fact, already deduced how the Blood Moon was created and were even more terrified by the methods of the Tyranid civilization.

"Hmm," Marcus nodded, then casually stated, "How is the Umbrella Corporation's cleanup operation progressing?" The leaders seemed surprised that Marcus's first question directly concerned the Umbrella Corporation. Although Umbrella was a massive business empire, it was indeed somewhat insignificant in the grand scheme of inter-civilizational relations. However, since Marcus had inquired, after the five representatives exchanged glances, one of them replied, "The United Government's cleanup of the Umbrella Corporation is nearing its end. Thousands of people have been arrested, and the founder, Spencer, will be sentenced for crimes against humanity and executed in a few months."

"Not enough," Marcus interrupted. "As long as the data on those biochemical viruses remains, a second, or third Umbrella Corporation, or biochemical terrorist organization, will inevitably emerge."

"Well, with all due respect, even for us on Earth, these biochemical viruses are not a major threat, let alone for you," another representative countered cautiously.

"This is Kairon's intention," Marcus stated, cutting off further debate. "You need to cooperate with the Ishimura to completely clear out all research data of the Umbrella Corporation." He didn't mince words, directly invoking his alias and the so-called Tyranid civilization. Looking at the leaders on the screen, Marcus continued, "Of course, our side will not let you work for nothing. You can rest assured that your level of cooperation determines what level of technology you can obtain." Marcus understood that both the carrot and the stick must be used together; this was the excellent prerequisite for maintaining long-term cooperation.

The leaders on the screen, as the highest authorities of the United Government, naturally had the power to make such decisions. After a brief discussion, they immediately agreed. After all, this cooperation did not require much manpower or resources, and compared to the promise of unknown alien technology, dangerous biochemical viruses were naturally insignificant.

"Alright, Dr. Elizabeth, Dr. Kane, you two will be responsible for the subsequent communication and exchange," Marcus instructed. Since he had received their assurance, Marcus no longer wasted time, handing over the task of collecting supplies and personnel to the two doctors. He preferred to be a hands-off boss, and they understood the Ishimura's supply situation better.

After delegating the communication between the two sides, Marcus first exited the Captain's Quarters and found Jill and the others, who were adapting to their new Psionics abilities, in a spacious training room. Isaac, who had already used Psionics in combat, acted as a senior, guiding Jill, Carlos, and Tyrell. Looking at the highly motivated individuals, Marcus nodded with satisfaction. He could already envision three new, rising "protagonists" in his growing roster of subordinates.
