A loud Bwoo! from a ship's horn cut through the noise as a massive luxury cruise liner eased into port.
The gangway lowered slowly, and passengers began disembarking in orderly lines.
Leaning casually against the railing, a young man in the Pokémon League's standard red-and-blue trainer uniform tipped his cap against the sea breeze, a faint smile playing on his lips.
This was Lanny a rising League challenger in the middle of his Kanto Gym Circuit. His plan was simple: collect enough badges to make a splash at the upcoming League Conference.
Of course, his confidence wasn't baseless. He carried a secret identity as a member of the "Dark Star" Special Operations Unit, D-2 Squad.
Right now, though, he was on loan from the combat division, reassigned to a long-term infiltration mission.
His new cover: a clean, ambitious League trainer. His objective: climb the ranks, gain trust, and position himself close enough to League operations to gather classified intel for Dark Star.
Dark Star was a powerful but still relatively young organization. Compared to long-established villainous teams, it lacked deep infrastructure.
Skilled operatives, especially those embedded long-term as spies, were rare. And with the League and countless other enemies circling, the organization urgently needed high-quality intelligence gatherers to ensure survival and growth.
Lanny had been handpicked after years of observation.
Still, as he gazed past the docks toward Cerulean's skyline, a sliver of concern gnawed at him.
Back in the combat unit, his strength was formidable but his usual Pokémon lineup was well-known to rival groups.
For this mission, secrecy was everything, so none of his high-level partners could be brought along.
Instead, for his "League trainer" identity, the organization provided him with a Fire-type starter: Cyndaquil. Under his experienced training, it had already evolved into Quilava.
Along the way, he'd caught and trained a few other promising Pokémon. But his roster still had gaps particularly when it came to countering certain types.
And Cerulean Gym was a Water-type stronghold the one matchup his current team was weakest against.
Skipping the Gym wasn't an option. Badges were proof of skill, and he needed them for credibility.
Besides, Gym Pokémon weren't usually high-level, so League policy kept them reasonable for challengers, so Lanny figured he could pull off a "type disadvantage" victory with clever tactics.
Unfortunately, a recent detour into Cerulean Cave had left his team battered and exhausted.
The League Conference was fast approaching. Waiting for full recovery would cost precious time and could throw off his schedule entirely.
An idea sparked.
Glancing around to ensure no one was watching, Lanny pulled a sleek, compact device from his pocket.
A few taps brought up what looked like an ordinary messaging app until he entered his credentials and passed a series of heavy security checks. The interface shifted, revealing Dark Star's covert network.
