Return to the Hokage's Office
Sarutobi Hiruzen sat behind his desk, puffing steadily on his pipe, smoke curling around him in dense waves.
Danzo paced restlessly nearby, cane tapping sharply against the wooden floor.
"Hiruzen, the Uchiha are spiraling out of control. We need to eliminate them before it's too late."
Hiruzen exhaled a long stream of smoke. "And how exactly do you propose we do that? You've seen Uchiha Hikaru's power. He's not someone who can be dealt with easily."
He narrowed his eyes. "More importantly, I didn't expect Uchiha Hikaru to truly grasp the influence of the Police Force. That department was granted to the Uchiha as compensation—an offering made by Lord Hashirama and Tobirama-sensei out of guilt over denying them the Hokage position."
"You sent someone to strike first—and he revealed his hand. Now we've lost everything: the element of surprise, our credibility… even plausible deniability. A complete failure. You've forced us into this situation, Danzo."
Hiruzen's disappointed gaze bore into Danzo.
Danzo clenched his jaw, anger rising. But under Hiruzen's stare, a chill ran down his spine. Instinctively, he stiffened.
The old man's eyes reminded him of a jilted lover.
Suppressing the unsettling image, Danzo steeled himself and returned to a suggestion that Hiruzen had repeatedly refused in the past.
"Hiruzen, we may need to use the Nine-Tails Jinchuriki and a powerful Sealing Jutsu."
Hiruzen frowned, silent in thought.
"The Sealing Scroll contains forbidden techniques passed down from Hashirama. They're not meant for internal disputes."
"As for the Jinchuriki—absolutely not. We do not involve Naruto in internal clan conflicts. This retaliation by the Uchiha is specifically against your Root division. It has nothing to do with Konoha at large."
"You made this mess. You deal with it."
With that, Hiruzen returned to his pipe.
Danzo clenched his teeth in fury. "You need to understand—I am the shadow to your light, Hiruzen. If I fall, everything you've buried will come to light."
"Every act, every cover-up, every dirty mission. Your name is on the authorizations. Black and white, sealed in ink."
"I don't need the Jinchuriki, but I must have the Sealing Scroll. If I don't… Uchiha Hikaru will come for me. And when I'm dead, he's coming for you next."
Danzo's words struck hard. Hiruzen choked slightly on his smoke and coughed, the pipe trembling in his hand.
After a long pause, driven by lingering loyalty—or perhaps Danzo's threat—Hiruzen finally stood and led him to the hidden chamber to retrieve the Sealing Scroll.
Danzo's eyes gleamed with triumph.
Hmph. You old hypocrite. Spouting ideals while handing me the tools for war.
You know exactly what's sealed in here—Four Symbols Seal… Eight Trigrams Seal… With these, controlling the Nine-Tails Jinchuriki will be simple…
Elsewhere, at the Uchiha Compound
Uchiha Hikaru sat calmly at his table, sipping tea.
Across from him, Fugaku was visibly agitated, fingers tapping the surface rhythmically, sweat forming at his brow.
He'd spent the earlier hours confronting fools, draining his chakra using Susanoo. Not just part of it—half of his entire chakra reserves.
Most shinobi only access a third of their total chakra in daily use. Only in moments of mortal danger do they unlock their full potential.
Only Kage-level shinobi—or taijutsu masters—can freely tap into their complete reserves at will.
Hikaru's composure remained untouched, unfazed, as if he hadn't just shaken Konoha to its core.
Fugaku finally couldn't take it anymore. "Hikaru, you've completely burned the bridge with Danzo and Hiruzen. What's your next move?"
Hikaru took another slow sip. "You're so impatient, Fugaku. You're like a squirrel in mating season."
"Relax. That old man Hiruzen won't act. When I showed the third stage of Susanoo, he realized the danger of pushing me."
"It's only Danzo we need to worry about now. And all we have to do… is wait."
Fugaku frowned. "I'm being serious. Hiruzen was this close to giving the order to attack. You don't think he was just letting you slaughter those Root operatives for fun?"
Feeling clever, Fugaku drained his cup, convinced he'd outwitted everyone.
Hikaru sighed inwardly. This guy really thinks he's evolved. Maybe from a single-celled amoeba to a monkey. But he's still just an ape.
"Because he backed down then, he won't challenge us again. He brought almost all of the Hokage's personal ANBU. Did you see them fight back? No. Because they knew."
"Regular jonin can't touch me now. I showed Hiruzen what happens when he underestimates me. The Root operatives were nothing but a message—so he wouldn't make the same mistake."
Fugaku nodded thoughtfully. "So next… we notify Hinata, the Ino-Shika-Cho trio, and Jiraiya?"
For once, Hikaru was impressed. This idiot finally said something smart.
"Exactly. You handle the others. I'll talk to Jiraiya myself."
Fugaku stood up, preparing to leave. It was getting late—and he and Mikoto were in the mood again lately. He was determined to give Itachi and Sasuke a new sibling.
Once he was gone, Hikaru turned his gaze to the moon.
Jiraiya… I may owe you an apology. What's coming next—
It's not betrayal.
It's strategy.
