Although Raijin got all these jutsu but he still hasn't mastered them to his combat ready standard. He thinks that it would take next three months to master all of them, till then Raijin decides to accumulate mission merits be it from B, C or D rank
As he was about to head home after submitting his latest mission report, he hears an eagle cry from above and when he looks up, he saw an eagle flying above hokage tower. "This type of eagle cry is used for summoning all shinobi who can saw or hear it and the protocol is for everyone to report to the area where the eagle is flying in circle." Raijin mutters to himself. "I also must go there it may be some kind of urgent assignment." He decides and make his way to the hokage building.
When Raijin reaches near the destination, he saw about 20 shinobi of various ranks from genin to chunin assemble in the clearing in front of the hokage building, so he also instantly disappeared from his spot and appeared at the back without anyone noticing.
Just as he reached and took his position the third hokage arrived in the front with a shunshin. Raijin for the first time saw the legendary hokage from this close. Seeing that hokage was about address the gathered shinobi he listens closely.
Third hokage took a puff of smoke from his pipe and addresses the "Today is the day of the graduation for the recent batch and all of the thirty from the class A passed but Uzumaki Naruto failed and now two hours ago he stole the forbidden scroll which contains high level village jutsu."
Hearing this there is an uproar from the chunin who were above age of 20 and they were shouting some think that sounded like dam fox brat, fox finally shows his true colours, we should shave taken care of him before. Seeing all the ruckus the Third Hokage released his chakra pressure.
As soon as the chakra pressure of the aged Third hokage released Raijin and all the shinobi present froze and as a result all the ruckus & shouting died down. Seeing everyone calm down Third Hokage exhale a puff of smoke while sighing and continued in a stern tone "Every one listen clearly every one is to search for him and once found him bring him to me straight without any use of force, divide the area by yourself and search for him separately, and if anyone have any problems with my order he can resign from the shinobi forces." and left in a shunshin.
As the Third Hokage left his chakra pressure also disappeared and finally took a deep breath and thought while making his way to receive his section for searching Uzumaki Naruto. "Even if the Hokage is old he still has this much power, this much power is equal to elite jonin a jonin added together, and he has gotten old his power must have declined hoe much power he would have in his prime."
After receiving his search section, he notices that it is located in south west of the hokage building and it's a small jungle between the village outer perimeter wall and inner wall. After memorising the location Raijin took off instantly and make his way to the destination.
After reaching the forest Raijin stood up on one of the tallest tress present in the vicinity and began making hand signs slowly to activate his chakra sensory fuinjutsu, he decides to directly used of 10 % of his total jonin level chakra which is equivalent to a high genin level chakra amount and activate it's a B rank fuinjutsu he had just recently mastered, as it's range is entirely dependent up on amount of chakra used during the activation process and once he deactivate it that chakra amount will be lost.
He maintains the Ram hand seal and closed his eyes & began concentrating and soon sensed an enormous amount of chakra which is equal to the Third Hokage chakra level coming from the centre of the forest. Raijin opens his eyes and feels a chill run down on his spine and thought "What's a Kage level shinobi present here and inside the village, as far as I remember from the provided information from graduation scroll there should not be any Kage level except lord hokage in the village." Raijin still make his way to where he sensed the kage level chakra.
After nearing the location Raijin thought "If I am remembering this right there is a clearing just ahead with a rundown shack nearby & chakra presence is near so they must be using the shack to hide." So, he decides on stealth approach. So, he silently climbs a tree with dense leaf which will help him to hide near by and still keep watch to understand the situation. After climbing the tree and hiding he looks down at the clearing.
In the clearing near the shack on the ground the forbidden scroll lay and in front of it a young blonde-haired boy of his own age wearing an orange outfit with green goggles on his forehead was scratching his forehead and reading something from the it. Raijin finds the boy's appearance matches the description of Uzumaki Naruto he got.
As Raijin decide against confront him immediately, he saw the Naruto rolled up the scroll and began making some hand seals but due to the distance and darkness Raijin isn't able to see the combination of seals, even then he watch keenly and saw that with a puff of chakra smoke several clones no less than 20 clones of Naruto appeared and moreover Raijin noticed that the clones have mass and are solid due to their foot making impression on the ground. Raijin also clearly sensed that the kage level chakra divided equally by same number as clone.
