And being by Keisha's side for so long, it was inevitable she had been shaped by Keisha's influence.

Under Keisha's "Order of Justice," civilizations of the universe were meant to develop peacefully and stably. Wars should be internal struggles, not invasions by outsiders.

The Angels hoped every civilization would, in such a stable environment, eventually achieve its own breakthrough—ascending to a higher state of being.

In the anime, Angel Zhixin had once said:

"I cannot allow any civilization to invade a weaker one right under my eyes."

Clearly, the Gluttonous invasion of Earth violated Keisha's Order of Justice.

Yet according to that same order, the Angels would not intervene directly against the Gluttonous. They would leave the choice to Earth itself.

And as history showed, Earth had rejected Angel assistance.

That choice wasn't necessarily wrong—merely the natural result of two-way considerations.
