In the World Economy News Paper, stories of the Navy's heroes were once adapted into serialized manga.
One of those stories, called Warrior of the Sea: Sky, told the tale of the hero "Sky," who could walk on water, commanding a combining robot and seagulls representing the Navy to fight against the evil army of Germa 66.
This story had a huge global fanbase.
But almost no one knew that Germa 66 wasn't fictional—it actually existed.
Only after Vinsmoke Judge returned and revitalized Germa 66 did people across the world—especially in the North Blue—begin to realize that the supposedly fictional evil army was, in fact, very real.
It all began with the execution of the four great kings of the North Blue.
In truth, Germa 66 wasn't some villainous organization—it was a nation. A nation that held a member seat within the World Government.
Its rulers were the Vinsmoke family.
It was also the only country in the world with no fixed territory, yet still possessing a member nation status.
Germa 66 traveled by massive snail ships.
Each snail ship had a different structure built atop its deck. When hundreds or even thousands of these snail ships came together, they would assemble into an enormous warship known as the "Saint Germain."
This giant vessel was the entirety of the Germa Kingdom's territory.
Although the size of this single landmass might seem a bit pitiful for a nation, it was justifiable when one realized that aside from the ruling Vinsmoke family, the entirety of the kingdom's population was made up of clone soldiers created by Vinsmoke Judge.
Considering that, it was more than enough space.
Still, just thinking about a whole country serving as Vinsmoke Judge's experimental lab gave Michael a chill.
What a freakish maniac.
And yet, it was precisely in this kind of environment that a mad scientist like Vinsmoke Judge could truly thrive.

High above, Michael gazed down at the ever-assembling snail ships. The Saint Germain was gradually taking form.
Beside him stood Princess Crocodile in a borrowed Navy uniform. The snug fit only made the blue-haired dominatrix's figure even more dangerously alluring.
Crocodile frowned and said,
"This really is a bizarre country. Just drifting across the sea like this?"
"They're a legitimate member of the World Government, you know," Michael rolled his eyes. "Did you think every country had vast territories like your Alabasta? There are way too many countries in this world, and most of them aren't even as big as a single region of Alabasta."
"Who's to blame for that?" Crocodile shrugged. "Anyway, I just need to blend in naturally with this country, right? You don't need me to stir up trouble?"
"No need. Just leave it all to me."
Hearing this, Crocodile nodded and prepared to drift downward.
"By the way, aren't you afraid I'll just run off? I mean, I've already hit rock bottom and couldn't care less if you expose my identity. Hardly anyone would believe you anyway."
"You won't run," Michael replied with a smile and a shake of his head. "Not for Alabasta's sake, and not for yourself."
"Tch. You're awfully confident."
With that, she completely dispersed into drifting grains of yellow sand falling toward the Saint Germain.
Michael had a fairly good read on Crocodile's temperament by now.
She was a classic tsundere.
Then, Michael remained floating midair, watching as the Saint Germain steadily took shape.
One had to admit—having a territory structured like this, while unorthodox, meant their military capacity was maxed out.
The massive vessel known as the Saint Germain was both a homeland and a fortress of war.
Seeing the countless clone soldiers and heavy artillery mounted everywhere, it was no wonder the countries of the North Blue were constantly being pummeled by Germa 66.
Even within the Grand Line, Germa 66 could be considered one of the more formidable military powers.
In the North Blue, it was practically overwhelming.
"Alright. Since the stage has been fully set, it's time for the main character to make his entrance."
Michael chuckled, flinging aside his broad cloak to reveal his Navy uniform and the cloak of justice underneath.
With a beat of his wings, he descended toward the "land" of the Germa Kingdom.

Vinsmoke Judge sat on his throne, a grim expression on his face.
"Damned Revolutionary Army... they've actually extended their reach into the North Blue. And they even stole the Devil Fruit I had my eyes on!"
"That fruit had a high probability of being a Logia!"
"I don't need it myself, but it would've been a great bargaining chip with that Vegapunk bastard."
"Even Vegapunk rarely gets the chance to experiment on Logia-type Devil Fruits. When he attempted to manufacture artificial Devil Fruits, he couldn't replicate Logia-types no matter how many methods he tried. The real issue is the rarity of Logia Fruits—and even more so, the near nonexistence of willing test subjects."
"No raw materials, no research."
As a fellow scientist studying lineage factors, Vinsmoke Judge understood just how difficult it was.
That's why he'd risked ambushing a Revolutionary Army officer to snatch the fruit—only to be thwarted by reinforcements arriving far too quickly...
Just then, a voice sounded from outside the palace doors.
"Reporting to Your Majesty—I have a matter to report."
Judge pulled himself out of his thoughts and said,
"Enter."
As the words fell, a clone soldier pushed open the doors and walked in.
"Your Majesty, an odd-looking man with wings has appeared on the Saint Germain."
"Hmm? Someone invaded Germa's territory? Then eliminate him."
"Your Majesty, he's wearing a Navy officer's uniform, and he claims that a fellow Navy colleague went missing in Germa and demands to conduct an investigation."
Vinsmoke Judge shot up from his seat.
Even though Germa 66 had a reputation as an evil army, it was still officially a member of the World Government.
Unless absolutely necessary, clashing with the Navy was something to avoid.
While the clone army was powerful, they were nothing compared to the Navy.
"Bring this Navy officer to me at once!"
"Yes, sir!"
The clone soldier turned and left without hesitation. Absolute loyalty to Vinsmoke Judge meant all orders would be carried out without question.
Meanwhile, in a shadowy corner, a small girl flitted past.
"Navy… It's the Navy!"
"Maybe… maybe the Navy can save Mama..."
