"tell Carr to take his squad and create chaos. Let the Alliance chase its tail. Once they're distracted, Archer and Petrel will move in. Their goal is the Master Ball from Silph Corporation. This time, there's no room for failure."
"Yes, Leader!" Makoto answered sharply, bowing before hurrying out.
Giovanni leaned back in his chair, fingers drumming on the desk.
The last attempt to stir unrest with a Pokémon riot had collapsed, but Team Rocket had never been one to give up.
They had been patient, waiting for the right chance.
Now, the pieces were moving again, and Kanto was about to drown in turmoil.
Far from Saffron, life in Cerulean City carried on as usual.
The city's docks bustled with activity.
Cargo ships lined the piers, carrying goods from Johto and other regions.
Workers shouted orders as Machop hauled heavy crates from the ships, stacking them neatly on the shore.
"Strange weather today," one of the dockhands muttered, wiping sweat from his brow as he glanced out at the horizon.
"Yeah," another replied, squinting at the sea.
"Forecast didn't mention a storm. Not even a drizzle. But look at those waves…"
The first worker frowned.
"Wait—what's that?"
He pointed out into the distance. What at first looked like a rolling wave soon grew larger, white froth surging at an unnatural height.
As it came closer, the truth dawned on them.
Their faces paled.
"That's not a wave… It's a tsunami!"
The water wall loomed higher and higher, nearly scraping the sky.
It was at least a hundred meters tall—enough to swallow the entire dock in a single breath.
"Tsunami!!! Run!!!" one of the men screamed.
Panic erupted.
Workers dropped everything and bolted inland, scrambling to escape.
The pier shook as the first winds from the incoming disaster whipped across the city.
No human strength could stand against the sheer force of nature.
Anyone caught in the flood would be swept away without hope of survival.
Sirens wailed across Cerulean.
Officer Jenny, already patrolling the city, turned toward the source of the panic.
Her heart sank when she reached the shore and saw it—the towering wave bearing down on them.
Beside her, Misty, Cerulean's Gym Leader, rushed onto the scene, her red hair whipping in the wind.
"This… this isn't natural!" Misty gasped, staring at the impossible tsunami.
"Doesn't matter what caused it!" Jenny barked, quickly regaining her composure.
"We stop it here, or Cerulean is finished! Command your Pokémon now!"
"Gyarados, Hyper Beam!" Misty shouted, her ace Pokémon surging out from the water with a roar, firing a blinding golden blast at the oncoming wave.
Other officers and League investigators joined in, releasing Pokémon in a flurry of light.
"Lapras, Ice Beam!"
"Pidgeot, Whirlwind!"
"Golduck, Dewgong, Ice Beam together—freeze that wave!"
Blue beams of ice streaked across the air, colliding with the roaring tsunami.
Winds howled as Pidgeot whipped up a storm of its own, struggling to push back the impossible tide.
The pier lit up with attacks, each trainer giving everything they had to hold back the devastation.
But the wave kept coming.
The pier erupted in light. Beams of ice, waves of wind, and blasts of raw energy tore across the air, striking the monstrous wave head-on.
The collision roared like thunder, the ocean boiling where power met nature.
Spray flew high into the air, raining down on the docks as the tsunami shuddered under the combined force.
The towering wave split, its power lessened.
What remained still surged forward, crashing against the cargo ships moored nearby.

Their tentacles dragged lazily through the water, but their eyes… their eyes were empty, lifeless.

Carr raised a hand, pointing toward the city in the distance.
His voice was sharp, brimming with malice.
"Sirens, advance! Raise the waves higher—destroy everything in your path!"
Behind him, a Hypno stepped forward, its pendulum glowing with psychic energy.
The orders were passed directly into the hollow minds of the colossal Tentacruel.
"Staaabbb…"
The creatures' cries echoed unnaturally, their red jewels pulsing as one.
Five enormous heads tilted back, and in perfect unison, they released waves of Supersonic.
The shrill vibrations rolled across the water, commanding the swarm of Tentacool to action.
Thousands of tentacles churned beneath the waves, stirring the ocean into chaos.
The sea twisted and surged.
Within moments, another tsunami formed—towering even higher than before.
The wall of water stretched across the horizon, its crest glowing crimson with the reflection of the Tentacruels' pulsing jewels.
This time, the wave wasn't just nature's fury.
It carried the malice of hundreds of Pokémon bound to Rocket's will.
On Cerulean's shore, Officer Jenny and Misty barely had time to catch their breath when they looked up and saw it.
Their hearts stopped.
The horizon burned red.
A hundred-meter wall of water charged forward again, and within it, the silhouettes of the five massive Tentacruel were visible, their glowing jewels like eyes of demons.
"No… no way…" Misty's voice trembled.
Her face drained of color, her usual composure shattered.
She knew water Pokémon better than anyone, but this—this was something beyond reason.
Jenny's jaw clenched.
Fear clawed at her chest, but there was no time for hesitation.
"Quick! Evacuate the civilians! Call for League reinforcements immediately!" she barked at the officers behind her.
The city, still reeling from the first wave, now faced an even greater catastrophe.
