Fanfics made it look easy, sure, I had top tier materials, from Hashirama cells to Madara's, everything was top notch, probably available nowhere else in the world.
But to combine them and create the Otsutsuki bloodline, was not something which can be done simply, there were many, many variables.
And, the cost of research was staggering, and the research itself was time taking.
"No shit, what did you expect? If it were that easy there would be gods roaming all over the world…" Tsunade sighed with her hands on her head.
"Yeah… and we have already burned through whatever additional funds we had, now we have to pitch in with our own money…
And I don't think we are rich enough for that, although we do have quite a bit of money, it's nowhere near enough to sustain this research…
And since this is supposed to be a secret research project, we can't exactly take money from the hokage." I said with a troubled face.
"Ughh, I have already stopped gambling, and even then we are still short on money…" Tsunade also grumbled.
"Well, it seems that a business needs to be started. I have some plans." I sighed, this was going to take a lot of work.
"Business? What kind?"
"Fuinjutsu stuff, I happen to be one of the best masters of Fuinjutsu in the world, and my talent is slightly tilted towards creating new seals, so why not sell them, maybe we can also sell unique shurikens and kunai, I can design a few of them." I stated my plans asking for her opinion
"Seems good. But would that be enough to cover for all the expenses?" Tsunade asked
"Of course not, that's just the start, the real money is not with us Shinobi, if we want to go super rich, we need to target the muggles, only then can we become truly rich." I said seriously,
This world was very weird, even though the shinobi were strong, their position in the world was not that good, they were even treated as tools by Daimyos and rich people, who were just ordinary people.
"What's muggles?" Tsunade asked with a curious face

"I mean yeah… but we can't just kill them, they are the Daimyo, rulers of the land…" Okay, my words did affect her quite a bit.

Now, they were all tested for their chakra affinities, and trained to do combination jutsus with others, in times of war, they are going to be a headache to fight.
And a personal counselling system which was established was another success, every shinobi was assessed separately, their strengths and weaknesses identified, and were made to work on it thoroughly.
Safe to say that Konoha was going to have one of the most elite forces now.
And the new reforms required a lot of money, which means other villages won't be able to replicate it, only the richest Konoha can.
Money was a great variable in strength, therefore, I believed that the greater the wealth, the more strength Konoha can have.
Once I become Hokage, there are going to be many village owned industries opened, of which the village shinobi and clans can buy shares of, together we all grow, and replace the Daimyo.
To win wars, Capitalism was needed.
Capitalism is indeed evil, until you are the one benefitting from it.
And my future plans, needed the beauty of Capitalism, I can't become an Otsutsuki without burning through unimaginable levels of wealth.
