He knew Shifte. It was a small city-island located in the first half of the Grand Line, extremely close to Water 7 and Enies Lobby. It was just a step away from Enies Lobby, making it a place where pirates dared not act recklessly. It was somewhat like a watered-down version of the Sabaody Archipelago.
Dragon's intention in choosing that location for the exchange was obvious.
But why the East Blue? Zephyr had never heard of any connection between the East Blue and Dragon.

Urdaha continued to let out a chilling laugh. "You simply don't understand how terrifying that man is. Although he hasn't been sailing much lately due to a minor incident, even I cannot
imagine what he'll become once he's truly enraged."
The other Revolutionary Army officers frowned, highly displeased by Urdaha's threat.
Just as one man was about to speak up to teach Urdaha a lesson, Dragon raised his hand to stop his subordinate. He looked coldly at Urdaha and said, "I don't even fear the World Government. Do you think I'll fear him?"

Urdaha's eyes widened dramatically, and then he laughed even more hysterically. "Hahahahahahahahaha!"
"Then let me tell you one more thing,"
Urdaha struggled against the binding chains, completely ignoring the fresh blood spurting from
the wounds where the chains dug into his skin. "There was once a person who said that Alucard- sama is more terrifying than the World Government. Why do you think he would say that, huh!"

Hearing the chains rattling from Urdaha's struggling, many looked with awe at the blood that was gradually staining the black chains red.
