"I already said it. The seas are no longer something the Marines can dominate alone, nor is this a world where the World Government can do whatever it wants. You Marines are simply too full of yourselves. I dislike trouble more than anything, so I decided to reduce trouble to the lowest possible level. That's all," Rosinante said.
"Damn it, Rosinante. Aren't you afraid that what you're doing is inviting wolves into the house?" Sengoku said coldly.
"Wolves? That image suits the World Government far better, doesn't it? What I've invited are three ferocious tigers," Rosinante replied with an unconcerned smile.
"Kurararara! Rosinante, since you went to the trouble of inviting us, shouldn't the host come out and greet his guests?"
Amid a hearty laugh, a massive figure led a group of people as they slowly approached from the west.
"Whitebeard!"
"The strongest man in the world. Why is he here?"
Cries of shock erupted all around.
"Mamamamama, what a marvelous Nightless City. Rosinante, you've built this place quite nicely. I like it! But more importantly, your Nightless City had better have desserts that satisfy me. Otherwise, everything I agreed to is null and void!"
Charlotte Linlin led the Big Mom Pirates as she approached from another direction.
"Rosinante, you personally went to invite Whitebeard and Linlin, yet for me, you just had someone pass along a message. What, are you looking down on me?"
From straight ahead, a cold voice rang out as a towering figure walked forward.
"If you don't give me a proper explanation today, I'll have you rebuild this Nightless City all over again."

The three great pirate crews emerged slowly from three directions, their presence so overwhelming that everyone nearby scarcely dared to breathe.
"What an exhausting bunch," Rosinante said with a headache.
They had clearly agreed to come sign the Nightless City Agreement, yet every one of them looked like they had come to start a fight instead.
It felt as if a single wrong word would cause an immediate war to break out.
"The three great pirate crews of the New World are all here. Whitebeard, Big Mom, Kaido. The three Sea Emperors have all appeared. Are four emperors going to join forces here, or are they about to wage war on each other?" people whispered in shock.
"Haha, this is a once-in-a-lifetime headline!"
At that moment, a large group of reporters appeared from who knew where, cameras flashing nonstop as they took photos of Whitebeard and the others.
Some might wonder why, after such a huge incident with the Celestial Dragons moving against the Gray Kingdom, no reporters had shown up earlier despite the news spreading throughout Sabaody.
The reason was simple. The World Government and the Marines had driven the reporters away in advance.
After all, this was not exactly a glorious affair.
But reporters were a fearless bunch. Many had disguised themselves and hidden nearby, secretly taking pictures.
Now that Whitebeard and the other Sea Emperors had appeared, such earth-shattering news made it impossible for them to hold back any longer. One by one, they rushed out into the open.
"Heh heh heh, all four emperors gathered together. This really is a rare spectacle," Doflamingo said with a smile, though cold sweat was already beading on his forehead.

Doflamingo felt his heart struggling to keep up.
Ever since siding with Rosinante, every single event had been nerve-wracking. If his heart were any weaker, he would have died of fright long ago.
This only strengthened his resolve to stay far, far away from Rosinante in the future.

Suddenly, the high platform trembled violently.
Kaido's massive figure had already leapt onto the platform, appearing directly in front of Rosinante.
After landing, Kaido ignored Sengoku and Garp entirely, his beastlike gaze locking onto Rosinante alone.
"Rosinante. If you don't give me a proper explanation today, forget about any agreement. Your precious Nightless City will need to be rebuilt from the ground up," Kaido said coldly, an overwhelmingly savage aura crashing down toward Rosinante.
It was no wonder Kaido was furious.
When Rosinante invited Charlotte Linlin and Whitebeard, he had personally gone to see them.
But when it came to Kaido, he merely had someone pass along a message.
In this world, reputation mattered. And for a pirate like Kaido, pride mattered even more.
If Rosinante could not explain himself today, a great battle was almost inevitable.
Seeing this, Sengoku and Garp exchanged a glance, both wearing expressions of anticipation as if watching a play. They would be more than happy to see Rosinante and Kaido come to blows.
The Beasts Pirates also tensed, several of them swallowing hard in excitement.
The atmosphere instantly grew heavy and suffocating once more.
"Well, it's not that I look down on you. I just don't want to see you. Every time I do, you act like a madman. If you don't fight someone, you don't stop. So I couldn't be bothered to meet you," Rosinante said, looking at Kaido with undisguised disdain.
The moment those words left his mouth, Doflamingo and the others felt their hearts jump straight into their throats, terrified that Kaido would explode in rage the very next second.
Sengoku and the others sneered, eagerly awaiting Kaido's fury and a war between the Beasts Pirates and the Gray Kingdom.
The Beasts Pirates held their breath, eyes fixed forward.
For a brief moment, the entire scene froze, the tension thick enough to suffocate.
