Once this flag is raised, the Shinsengumi troops are summoned within a certain range of the flag. Each of the squad members is an independent Servant that does not have Noble Phantasms, and their combat capability is far from their best. Each of the squad members has an (E-) Rank "Independent Action" Skill, the absence of a Master limiting their activity to a short period of time. However, the number of deployed squad members is rather small in scale and the rank as a Noble Phantasm is comparatively low.
*He can't reach it as the summoned servants must have a good opinion of the flag user and he didn't have the best of reputation among the normal members.

The culmination of Saitou Hajime's ultimate sword technique, which has no fixed form or stance. Approaching with pure speed and varying unique steps, the technique maddens the enemy's sense of time perception and sense of distance, slicing through them at intervals in misunderstood instants. The cut enemy assumes they were never struck due to the distance it would take to do so, and if they were to notice, would still fall to the optical illusion and be attacked.
Details
Captain of the Shinsengumi's Third Division. Along with Souji Okita and Shinpachi Nagakura, he was noted as one of the best swordsmen in the Shinsengumi, though details such as his origins and school of swordsmanship.
He continued to fight from the turbulent Bakumatsu period up through the Meiji era as one of the few Shinsengumi members to live out his natural lifespan. His swordsmanship was outstanding even among the rest of the Shinsengumi, with the captain of the Second Division, Nagakura Shinpachi, describing Okita Souji as the Fearsome Blade and Hajime Saito as the Invincible Blade. It is said he diligently performed many off-the-record missions such as purging of members within the group, and one rumor is that he was a secret agent for the Shinsengumi from the shogunate and Aizu.
He was a member of the Shinsengumi since its founding, and the Commander, Kondou, and Vice-Commander, Hijikata Toshizou, both place very much trust in him.
Although he completed many important missions and survived countless fierce battles, he eventually left the Shinsengumi, supported the new government, and lived out his life.
He didn't speak much in his later years, and passed away telling very little of his time in the Shinsengumi.
Kairi Sissigou
A freelance necromancer that works as a mercenary. His fiendish appearance is just like that of an American outlaw. He carries a thick stench of blood and gunpowder emanating from his entire body due to the battlefields he has worked in as a freelance bounty hunter. He simply thinks that he looks formidable and that having clothing different from regular magi may be unsettling, but he cannot understand the fear he instills within people. Simply walking down the street is enough to have police perform multiple body searches, and even magi stay away from him in fear.
He normally wanders from battlefield to battlefield recovering the corpses of Magi and plundering their Magic Crests. Suppressing heretical Magi for a living, he used the various battlefields to obtain materials for his craft, and he gained much notoriety within the thaumaturgical underground.
He has heard rumors of a new lord succeeding the previous Lord El Melloi but has never had any contact with him.
His relationship with Saber seems to have started on the right foot as both of them are a kind of outlier in their respective fields and are both quite easy going in their attitudes. He is somewhat taken aback by Saber's low magical resistance but concludes that, even with that drawback, Saber is still a very strong Servant. After all, in a battlefield it's not just a weapon or a warrior that decides the outcome, the strategy can also influence the odds of the war.
Ultimately, if his enemies are magi, their experience on the battlefield is bound to be limited. (And if he's lucky, they might also get in the way of their Servants, but he doesn't bank on that idea.) He plans to make use of his vast experience in modern warfare tactics and unusual use of his magecraft to support Saber to the best of his ability.

Author's Note: I tweaked the tho coat of oath np of saber as in the wiki there was the funny statement that the coat raised the stats "when Okita Shoji" wore it so I decide to change it slightly for him and instead of permanent rank up it's more of a temp boost when fighting that doesn't make the stats make a complete rank up and induces fear in the enemies when it's him who wears it. Also while kairi sissigou meets waver in Case files that's only an anime thing, in the original novel he doesn't even make an appearance so to fit him in this fic i took that as a reference.
