Rogues had been a problem recently. Even in the Silver Moon pack, the former alpha would be very agitated whenever a rogue crossed their territory without permission.
Rogues were shifters who committed crimes and were banished from their packs. They were lone wolves with aggressive tempers.
The crimes they committed were varied. It could be a mere stealing of a valuable thing or even committing a murder.
But there was also the case of Fenja. She left the pack on her own volition. She could have been considered a rogue, too, before Jaxon took her in. But even if she was put in the position as the luna, she didn't bear his mark.
Many members of the pack didn't want to interact with the rogues. They were not part of any pack and didn't fully belong to human society either.
Many crimes in the human world were committed by rogues as well.
