Three days after the announcement of the United Shinobi Federation, the implementation phase had officially begun.
Kakashi stood at the summit tower of the newly designated Federation Command in Konoha, his Rinnegan deactivated, robes flowing behind him. The city below hummed with new energy, plans, ambitions, a world being reshaped.
Beside him, the Orochimaru clone stood with a clipboard, flanked by a small team of Shinrin Elixirs' brightest scientists.
"Shinobi academies will be reconstructed in every nation," Kakashi began. "But not just rebuilt, reformed. The era of senseless bloodshed as tradition ends today."
He turned, eyes steady.
"Our new doctrine will emphasize chakra ethics, strategic logic, and inter-village solidarity. No more children conditioned for war. Chakra will be respected, not abused."
The clone nodded. "You'll need instructors who won't pass on the poison of the past."
"I've already selected them," Kakashi replied. "Each teacher has either walked the path of pain or transcended it. Ebisu, Iruka,… even some reformed former enemies."
"And the textbooks?" asked a dark-haired woman in a lab coat.
"Based on the historical truths revealed during the summit illusion. We'll rewrite knowledge itself," Kakashi answered.
A soft hum of approval passed through the team.
Kakashi next raised his hand and unsealed a scroll.
A grand projection appeared, a blueprint of chakra-powered cities.
At its core: Hashirama's Wood Release fused with Kakashi's own chakra structure. Vines like veins pulsed with regulated chakra, feeding into living buildings, self-cleaning waterways, and growing food with environmental efficiency.
"This… is divine civilization," said one of the researchers in awe.
"The infrastructure will sync with natural chakra networks," Kakashi explained. "Every village, every city, reborn through unity and chakra harmony. Konoha will be the center, but every nation will benefit. Science and nature, fused."
The Orochimaru clone crossed his arms. "Magnificent. I'll form a research unit, scientists, engineers, and chakra theorists. We'll call it Project Shinra."
Kakashi gave a nod.
"Good. Let it begin."
Later that afternoon, he met Itachi in a quiet corridor near the Academy ruins.
"It's time," Kakashi said.
Itachi's Sharingan swirled. "What would you have me do?"
"Lead a covert stability division," Kakashi said. "You'll root out corruption, destroy the black market, and eliminate remnants of old nobility who resist peace."
Itachi inclined his head. "And if they wear the mask of allies?"
"Then peel it off," Kakashi replied calmly.
A silent understanding passed between them. Itachi vanished with a flap of his cloak.
…
That night, Kakashi returned to the Genesis Space.
It rippled open before him like a heartbeat, silent, dark, endless.
Within its center floated Kaguya, no longer restrained, seated at a conjured desk made of glowing crystal, one leg crossed over the other. She wore white robes, and in her lap lay three thick romance books. She had finished all the others.
As Kakashi arrived, she looked up.
"You're late," she said without venom.
"You missed me," Kakashi teased her.
She scoffed and held up a scroll.
"I want a palace here."
"A palace?" Kakashi blinked.
"I tire of floating," she said. "I want something worthy of my status."
"And in return?" Kakashi stepped closer.
"More books. And answer me something." Kaguya narrowed her eyes.
"Go ahead."
She studied him, as her pale gaze sharpened.
"What is loyalty, truly? What is love? Are they tools to chain others? Or… are they power?"
Kakashi was silent for a moment.
"Loyalty is chosen. Love is surrendered. But neither is weakness. They're the glue of any lasting structure."
Kaguya stared at him, then looked away.
"Touch my horns," she said flatly.
"That wasn't part of the deal." Kakashi blinked and teased.
"It is now."
He chuckled. "Fine. If you let me, I'll build your palace and give you more books."
Kaguya floated forward slowly, her long sleeves brushing past his chest. Her silver horns glowed faintly. She tilted her head, revealing their curve.
Kakashi reached out, his fingers brushing the smooth, warm surface.
The moment he touched her horn, Kaguya jolted.
Her body trembled slightly. She bit her lip, confused. She didn't understand the sensation, there was no pain, but an odd, rippling warmth.
He gently stroked down its length, a faint hum of chakra resonating. Her eyelids fluttered.
"T-this is… strange," she whispered.
"You said to do it," Kakashi said with a smile.
After a moment, Kaguya pulled back. Her face, though ghostly, flushed faintly.
"No more for today."
Kakashi laughed softly. "Alright."
She turned away. "Now… spar with me."
"Why?"
"To understand you," she said. "In battle, souls connect."
A battlefield manifested, floating stone platforms suspended in the void.
Kakashi summoned his chakra. Kaguya raised her hands, summoning truth-seeking orbs.
They clashed, Kaguya's grace vs Kakashi's dominion.
As they exchanged blows, Kakashi felt it.
Her chakra…
It wasn't repelling him. It was… synchronizing.
He feinted left. She caught it. She moved right. He anticipated.
Back and forth, an eerie rhythm formed.
Kaguya's cheeks were red now, she didn't understand it, but her soul began attuning.
"This isn't just combat," Kakashi murmured.
Kaguya hesitated for a fraction.
"I… I know."
After twenty more strikes, they paused.
Their auras pulsed in unison.
Kaguya hovered there, breathless. "Next time, I won't hold back…"
Then softer, "And not just in battle."
…
Back in the real world…
Tsunade sat at the long table with Mei, Anko, Kurenai, and Konan.
They were drinking plum wine, reviewing the day's reports.
"So," Mei said lazily, "What do you think about our dear Rabbit Goddess floating in Kakashi's head?"
"She's dangerous," Tsunade said flatly. "We should monitor her."
Mei swirled her cup. "But she's beautiful. And powerful. I find her fascinating."
Kurenai shrugged. "Kakashi wouldn't let someone dangerous near us."
Konan said nothing, quietly sipping.
Anko leaned back with a smirk. "I've seen the way she looks at him."
"Possessive?" Tsunade narrowed her eyes.
"No," Anko replied. "Hungry."
"Great," Mei said. "Another one to compete with."
Konan finally spoke.
"I don't care if she joins," she said softly. "As long as he's happy."
The room went quiet for a moment.
Then they all smiled slightly.
"He really is irresistible these days," Kurenai sighed.
"Godhood tends to do that," Mei said with a wink.
…
Back in the Genesis Space…
Kaguya sat on the edge of a newly formed balcony of her crystal palace, a stack of books beside her.
She stared at her own reflection in a mirrored panel, her pale cheeks slightly pink.
Her horns still tingled.
"I let him touch them… twice…"
She didn't know what this emotion was.
Obsession?
Curiosity?
Longing?
She touched the horn softly, then closed her eyes.
When she opened them, Kakashi was gone again.
She sighed.
"…Next time," she whispered to the empty space, "I won't hold back… and not just in battle."
