Vice Admiral Tsuru's heart skipped a beat.
She remained composed as always, but her gaze toward Borsalino darkened. She repeated,
"All of them?"
"All of them," Kizaru nodded, still a little shaken.
"Whitebeard's Moby Dick and Red-Hair's Red Force… it was truly terrifying."
"Admiral Borsalino, please refrain from calling every enemy 'terrifying.'"
Even Vice Admiral Tsuru, known for her poise, couldn't help but want to slap him.

His casual tone hit Tsuru like a hammer to the chest.

A sharp laugh rang out nearby.
Perched on a small pirate ship he'd just seized, Doflamingo cackled.
"Vice Admiral Tsuru, it's not just the Grand Line."
He looked at the Navy with glee.
"Just now, a Donquixote Family officer contacted me. There's a plague outbreak in Dressrosa. In mere moments, tens of thousands have already been infected."
"And those infected tourists? They'll leave Dressrosa soon and spread it all over the world."
He didn't hide it—in fact, he deliberately shouted it.
The Den Den Mushi recorded everything, broadcasting it globally.
"Shut up, Heavenly Yaksha!"
Tsuru, known for her wisdom, immediately deduced the worst-case scenario and shouted him down.
"Fufufufufu…"
Doflamingo shrugged, unconcerned.
"Even if I hadn't said it, you think the Revolutionary Army would've stayed quiet?"

Dragon looked bewildered.

"This is bad."
Tsuru didn't fully understand the connection,
but Dragon's question had already confirmed to the public that the World Government's actions caused the disasters.
There was no stopping it now.

Fang Yi's gaze fell on Crocodile.
"Mr. Sand Crocodile should know the reason."

Koza, trying to remain calm, roared:
"There is no desert goddess! If gods truly existed, would they let this nation wither away until even its tears ran dry?!"
"Only our hands can save this country. We are the gods we've been waiting for!"
