High above the clouds, four colossal meteorites—each over 300 meters in diameter—broke through the sky and descended toward the base.
Compared to these, the earlier meteor summoned by Fujitora seemed like a mere pebble.
On the viewing platform, Garp stood up abruptly. If those four meteorites fell, Navy Headquarters wouldn't just be damaged—it would sink into the sea.
Coating his fists in Armament Haki, he prepared to leap into the sky.
But before he could move, Sengoku reached out and held him back.
"Chiga has his own plans," Sengoku said calmly. "Let's not interfere—just watch."
Garp paused, then grunted and sat down. The other high-ranking officers followed suit, suppressing the urge to intervene.
Even the ordinary Marines in the audience stands didn't panic. Despite their shock, they had complete faith in Admiral Purple Kirin—Uchiha Chiga. As long as he was there, the headquarters would not fall.
Just as the meteorites neared impact, four giant "doors" opened silently in the sky beneath each one. The meteorites disappeared into them, and the portals quietly sealed shut.
Seeing this, Garp let out a breath of relief and laughed, "That Chiga... always with the theatrics."
But Sengoku's expression remained still. He knew Chiga's move wasn't just for show.
And he was right.
Hovering in the air, Chiga's gaze swept over the entire audience. His voice echoed with gravity:
"To all officers and soldiers of Headquarters, I have something to announce."
The Marines, still stunned by the earlier scene, immediately straightened up, eyes locked on Chiga as he spoke again.
"I intend to declare war on the Four Emperors in the name of the Navy. The battlefield will be Navy Headquarters."
A heavy silence fell over the crowd.
The high-ranking officers on the platform instinctively turned to one another, disbelief written across their faces.
Akainu, who had known of Chiga's plan for some time, clenched his fists in excitement. Even he hadn't expected it to be announced so boldly. His blood was boiling.
All eyes turned to Sengoku, but his expression held no surprise. He'd clearly been informed.
Gion, standing nearby, was stunned. She finally understood what Sengoku meant earlier when he said a major announcement was coming. This wasn't just a declaration—this was a turning point in world history.
But no one stepped back. In fact, the Marines stood taller.
Chiga continued:
"The so-called Four Emperors have ruled these seas with arrogance for far too long. Their continued existence is a stain on justice. It's time the Navy delivered judgment."
His eyes narrowed.
"Are you afraid?"
"NOT AFRAID!!!"
From the Vice Admirals down to the new recruits, every Marine shouted with blood-pounding fervor.
Though corruption existed within the Navy, the vast majority of its soldiers were righteous at heart. They hadn't joined the Navy for power—they had joined for justice.
And now, they would fight for it.
A smile crept across Chiga's face. He raised his voice.
"Then let's bring this era to an end. For justice!"
"FOR JUSTICE!"
The Marines erupted in unison, raising their fists skyward, shouting toward Chiga with blazing passion.
Even Kizaru, usually aloof, raised his hand. He didn't care that the edges of his coat were smoldering from Akainu's magma.
The journalists in the stands were left speechless, overwhelmed by the atmosphere. Den Den Mushi cameras flashed nonstop.
Among them was the Fish-Man Island reporter from before. His lens never strayed from Chiga.
After countless shots, he lowered the camera and whispered,
"This world is about to change…"

A spatial rift opened above the ship. From it, a massive meteorite plummeted down.
The Whitebeard Pirates were thrown into chaos.
Marco burst into the cabin, yelling, "Old man! Something's wrong—get outside, now!"
Startled, Whitebeard ripped out his IV lines and rushed up to the deck.
The moment he saw the meteor, his face turned grim.
There was no time to hesitate. He crouched low, drawing power into his right arm.
A brilliant halo of white energy formed around his fist.
BOOM!
He launched a devastating punch skyward. Cracks spread across the air like shattered glass as a shockwave surged upward.
The meteorite shattered, breaking apart into countless flaming shards that scattered into the sea.
Some fragments, however, fell toward the ship. The commanders quickly stepped in, each using their own powers to shield the Moby Dick from impact.
They barely managed to avert the catastrophe.
But none of them relaxed.
The spatial rift in the sky still remained open.
Then, a voice echoed from within:
"In the name of the Navy, I declare war on the Four Emperors. In seven days, all Four Emperors are to appear at Navy Headquarters. If any of you fail to comply, I, Uchiha Chiga, will purge you, one by one."
The deck fell into stunned silence.
Then the shouts began.
"Oi! Who does he think we are? Shichibukai?!"
"He thinks he can summon us at will!?"
Marco looked grim. He turned to Whitebeard.
"What should we do?"
Whitebeard's face was purple with rage. He stared at the open portal, voice low and cold:
"That arrogant brat… He thinks the Navy is untouchable? It's time someone reminded them who rules the seas."
Marco understood what those words meant.
Whitebeard had accepted the challenge.
He glanced at the old man's heavily scarred arms and the bruises still hidden beneath his coat.
Marco wanted to object. But instead, he simply lowered his arms and said nothing.
