A Locomotive Commotion
The Laurent Empire is divided into nine distinct provinces, each of which is further divided into various districts that are assigned a number based on their political, economic, and social importance. The smaller numbered districts are closer to cities, while the larger numbers can be found in the countryside. Following this convention, Isette, the first district of the capital, Tezeva, was a densely populated area filled with the mansions of high-ranking officials and even the imperial palace itself. Rendia, the second district, was home to lower-ranking nobles and the middle class. The twelfth and lowest district in the capital was known as Heathen and comprised lower-class slums.
