Chapter 18 - Revolutionary Fire Plan

"Comrade Plekhanov, can you please step aside for a while? I have something to say to Victor alone." Yanayev ordered Plekhanov to leave. After all, he only allowed the core personnel to know some secrets.

"But I have to ensure the safety of the leader." Plekhanov frowned. Although the general secretary said so, he still didn't dare to move. If Yanayev really had a safety accident in this small dark room, then all the efforts Plekhanov had made to become the chairman of the KGB would be in vain.

"I told you to go out and stay away for a while." Yanaev's voice suddenly rose several decibels, and he emphasized again, "Don't worry, I will be fine if you are outside. But if you insist on doing this, can I say that if you hear one word of what I am going to say, your career will be over?"

The moment Yanayev raised his head, he looked at Plekhanov with a look of superiority, just like a tiger licking its sharp claws looking at a helpless sheep. At that moment, Plekhanov felt that he was being deprived of his breath. Cold sweat oozed from his back, and he nodded and said, "Yes, Mr. President, I will withdraw now."

When Plekhanov left, he closed the door gently and breathed a sigh of relief as if he had been pardoned. Then he turned back with lingering fear and stared at the dark world that he was isolated from, wondering what kind of secret could be that even the KGB guards could not know. But what Plekhanov didn't know was that Yanayev had never trusted anyone.

To him, everything was a chess piece in the plan. They only needed to know a little bit, but as for the majestic and full picture of the giant dragon lurking under the water, I am afraid only those who implement the plan will know it.

"Victor, your mission is simple. No matter what means you use, you must sow discord among the three Baltic nations and cause a civil war among them. Perhaps this is not difficult for you who are good at speaking." Yanaev bluntly laid out the plan. "Of course, when I tell you this plan, it means that you cannot refuse. After all, even if you choose to escape, your family, friends and neighbors will not be spared, so you can only accept it, Victor."

"Wait, Mr. President, you only told me about selling arms to the Baltic governments, but you didn't tell me how to sow discord among their ethnic groups." Victor pondered for a while, slowly understanding what Yanaev said. He looked at Yanaev with an incredible look and said hesitantly, "Could it be that we are not selling weapons to the governments of the three Baltic countries, but selling arms to those who oppose the Baltic governments, or those who oppose secession?"

Yanayev exhaled, feeling relieved. It seemed that this guy's reaction ability had reached the passing standard in his mind. "Latvians, Lithuanians, Estonians and Poles are ethnic groups that extremely advocate separatism. Belarusians and Russians have always been opposed to the division of the country. Of course, because of the ethnic population, they have been persecuted by separatists. What you need to do is to provide them with weapons support. It doesn't matter how much trouble these people can cause in the three Baltic countries, as long as they can give a country an excuse for unrest. The three Baltic countries will not be able to become independent. Oh no, it should be said that they cannot become independent 100%."

Putin also took advantage of the Ukrainian separatist crisis to divide Ukraine into the Eastern Ukrainian government and the Western Ukrainian government. Although Yanaev's ambitions are greater than Putin's, it is much better to control only half of the three Baltic countries than to split them all away.

"In this case, just supporting firearms is not enough." Victor is a businessman who immediately knew how to use the resources of the three Baltic countries to make a profit. "We can let these potential opposition parties exchange oil for arms. In this way, even if the rebellion ultimately fails, we can still cut a large piece of meat from them before the failure."

Yanayev also considered what Victor was thinking, but he thought more deeply. "Failure? Why would they fail? Oh, by the way, this is none of your business, Comrade Victor. I just need you to do your job well. Other plans are not within your scope of knowledge."

"There is another important event about the future of the Soviet Union that you must know. After all, it has something to do with you. I want you to be mentally prepared in advance." Yanaev took out a document from his pocket and placed it in front of Victor.

Victor respectfully picked up the folder and looked through the contents. He was so surprised when he saw the first page, "Is this the Soviet Union's large-scale disarmament plan? My God, but what does this have to do with me?"

"Of course it is related. In fact, this is a secret plan called the Fire of Revolution. The plan you are exposed to now is the most confidential secret except for the password of the Soviet nuclear weapons briefcase." Yanaev was not trying to scare Victor. De-escalating the huge and bloated Soviet armed forces was also something he had been thinking about throughout the year.

The Soviet Union's military strategy must change. With nuclear weapons, a full-scale war is no longer possible. The Soviet Union will only become complacent if it sticks to the development of a doomsday army. Therefore, those useless armaments must be eliminated, and the ultimate goal is to build a high-tech army.

"When the Soviet Union disbands its troops, it will surely leave behind a large amount of second-hand equipment, armored vehicles, tanks, and armed helicopters, and you will be responsible for selling these weapons to third world countries. What? Third world allies? Damn it, as long as they can afford the money, the oil tycoons in the Middle East and the warlords in Africa are all our customers and friends. No matter what their religious beliefs are. And didn't Saddam claim to be the fourth most powerful military country in the world? He was beaten to such a pulp during the Gulf War, and he still hasn't come to rebuild his troops. Tell him that as long as he can afford the money, we are willing to provide Soman and **, since the inventory of the biological weapons storage base on Pozruz Island is running out of money anyway."

"Are you going to support Saddam to fight against the Arab countries?" Victor was frightened by Yanaev's dangerous idea.

Yanayev shook his head and said, "No, anyway, your task is to sell arms and disrupt the situation. The dismissed military personnel will form a large multinational private military contracting group company, just like the South African strategic cooperation company. You will take the lead in selling arms and inciting war, and even subvert the regimes of those small European countries. Then the military group company will be responsible for maintaining stability in the war zone, and of course the profits will be made by letting those governments in financial distress use their own mineral resources as collateral, do you understand?"

"I understand, General Secretary." Victor nodded, thinking to himself that this plan was really vicious.

It is the same country that is destroyed and rebuilt, and the money paid in the end will fall into the pockets of the evil empire. I wonder what expressions the heads of government of those countries that were ruined by the Soviets will have when they learn the truth.

Yanayev finally proposed his military business plan at this moment. He had never thought of letting the Soviet Union's official troops engage in business and destroy the Great Wall. What Yanayev did was just to stabilize the disbanded military personnel and contribute to the gray income of the national finance.

The Soviet Union is now in great need of money, and the least in need of weapons. Since there is no war and a lot of money has to be spent on maintaining these weapons, it is better to streamline personnel and weapons and develop in the direction of high-end technology. The second-hand products that are eliminated can be recovered from small countries. Oh, and Iran is also a very good seller. It has always been in conflict with the Arab world. Moreover, Yanayev still remembers the hatred of the Reagan administration's reverse oil shock strategy. The Saudi Arabian bastards played the role of the butcher back then, and I will make sure that you can't produce even a drop of oil.

Disrupting the situation in the Middle East, raising the price of crude oil, and making the African people suffer even more. Damn fascists, since you call me the red evil empire, then I don't mind playing the role of a world troublemaker at all. Every time the Americans support a regime, I, the red polar bear, will destroy it with arms trade! Let the Americans have a headache!

"This is inciting hatred around the world. Maybe the theme of this era, peace and development, should be changed," Yanayev said to himself. "Let's call it World in Conflict: Revenge of the Soviet Union."
