Chapter 367 - Chapter 367: The Douluo Federation

After hearing Yang Xiong's words, everyone fell silent. What he proposed was of monumental significance, even subverting everyone's deeply ingrained beliefs.

Both the Tian Dou Empire and the Star Luo Empire had existed for thousands of years, ruling as imperial powers for generations. This mindset had been ingrained in the hearts of everyone.

But now, according to Yang Xiong, it seemed he strongly opposed the concept of empires and their current systems.

Yang Xiong continued: "My goal is simple. From this day forward, the three empires will cease to exist, replaced by the Douluo Federation. Furthermore, from now on, there will no longer be a distinction between nobles and commoners in the entire Douluo world—everyone will have equal status."

Empress Xue Ke's face turned pale: "Sect Leader Yang, according to your plan, are you intending to annihilate all three empires and destroy their legacies?"

Yang Xiong shook his head: "This isn't about destroying the empires. You can think of it another way—all of you will simply become members of a single nation. I can grant you corresponding statuses that allow you to showcase your abilities and ensure the continuation of your families' legacies."

Empress Xue Ke said: "If the Tian Dou Empire ceases to exist, what purpose will the Tian Dou royal family serve?"

Yang Xiong chuckled: "What you should care about isn't the status of the Tian Dou royal family but whether the Swan martial soul of your Xue family can continue to thrive. After all, you're the sole heir to the Tian Dou royal family."

"My objective is straightforward. From now on, the three empires will merge into one, which I call the Douluo Federation. Within the Douluo Federation, everyone will be equal, and all must abide by its laws."

The crowd's expressions shifted dramatically, astonished by Yang Xiong's vision.

Yang Xiong continued: "Within the Douluo Federation, there will no longer be distinctions like the Dai or Xue families, nor the Angel Clan or the Qian Family. Everyone will work toward the smooth operation of the nation, and anyone who violates the law will face punishment."

Qian Renxue suddenly burst into laughter: "Yang Xiong, aren't you being a bit naive? In the Douluo world, soul masters and ordinary people are fundamentally different. A high-level soul master has the power to turn the tides—how could they possibly accept being on equal footing with commoners?"

"The two empires have ruled the Douluo continent for so long. If not for their noble systems and their enslavement of commoners, how could my Spirit Hall have risen to prominence?"

"Among the three empires, only the Spirit Hall Empire treats commoners kindly, providing a ladder for commoner soul masters to rise. That's how we've grown to our current strength."

Yang Xiong nodded: "That's true. Qian Renxue, that's your Spirit Hall's greatest contribution to the Douluo world, which is why I don't intend to destroy it. But over the years, you've grown arrogant and made grave mistakes, leading to today's war."

"This war may seem to have been initiated by Bibi Dong, but at its core, it stems from your unchecked ambition and forgetting your original purpose."

Qian Renxue's expression shifted: "Yang Xiong, what do you really want? You should understand better than anyone that the gap between soul masters and ordinary people cannot be eliminated."

Yang Xiong shook his head: "Whether they're soul masters or commoners, they're all part of humanity. Many soul master families originated from commoners. Without commoners farming and laboring, what purpose would soul masters serve?"

Yang Xiong glanced again at the Star Luo Emperor and Empress Xue Ke: "You were once rulers of empires. I'll make an exception for your two families, granting you the only two ducal titles in the Douluo Federation—but you must still abide by its laws."

Without waiting for further discussion, Yang Xiong unfurled a map. It divided the entire Douluo continent into countless small regions, each resembling a province but much smaller than the current ones. According to the map, there were over a hundred distinct areas.

"This is my reorganization of the Douluo continent. From now on, it will be divided into a hundred districts, each with its own independent leader and administrator. This ensures order in every district and safeguards everyone's lives and property."

Then, Yang Xiong produced numerous sheets of paper detailing various aspects: the Douluo Federation's legal system, administrative management structure, legislative framework for the people, and more.

These documents were immense, written with divine power so everyone could see them clearly, leaving no room for doubt in their authority.

Yang Xiong had directly copied Earth's national management systems, taking portions from different nations and regions. The empire system in the Douluo world was far too backward, with class distinctions overly pronounced. Beyond power struggles, none of the three empires truly sought to serve the people or develop the soul master community.

Under Yang Xiong's plan, the Douluo Federation would include departments such as the Administrative Department, Personnel Department, Legal Department, Judicial Department, Awakening Department, Construction Department, Military Department, Soul Master Management Department, Commerce Department, Legislative Department, and Federal Prison. Essentially, he had transplanted Earth's system wholesale, with virtually no major flaws, covering all aspects of society.

Upon seeing these plans, everyone's jaws twitched slightly. If implemented, no one would enjoy special status anymore—not even soul masters. If a soul master unjustly killed a commoner, they would face punishment under the Douluo Federation's laws.

Each department's personnel was already outlined, with specific details on handling the core matters of the three empires. For instance, the Star Luo Emperor would oversee the Military Department, managing all armies within the nation, though his deputies would be Jin E Douluo and Gu Douluo.

Empress Xue Ke would oversee the Administrative Department, effectively governing the nation.

Qian Renxue would lead the Legal Department, working alongside representatives from various factions to establish and uphold the federation's laws while commanding the Angel Legion to maintain continental order.

Ning Fengzhi would serve as the Grand Commander of the Douluo Federation, theoretically the nation's ruler.

…

The Star Luo Emperor now regretted coming here, but he also understood that even if he were still at Tianmen Pass or had returned to Star Luo City, under Yang Xiong's overwhelming strength, there was no escape or room for resistance.

Yang Xiong smirked faintly: "I know you were once powerful figures who held life and death over others. But I hope you carefully review the Douluo Federation's laws. Otherwise, don't complain when you break them and face punishment, claiming ignorance."

"Of course, I can also demonstrate through action that this is inevitable. No one can stop me, and no one can shake my resolve."

As everyone studied the documents, their eyes involuntarily shifted to the Asura Demon Sword in Yang Xiong's hand. They all knew he had emerged from Slaughter City and wouldn't hesitate to kill however many people necessary—his goal was simply to minimize trouble. Anyone who dared oppose him would be instantly killed.

To Yang Xiong's surprise, the first to speak was the Star Luo Emperor: "Sect Leader Yang, the Star Luo royal family is willing to comply with your requirements. From now on, there will no longer be a Star Luo Empire or a Star Luo royal family."

Everyone was astonished. They hadn't expected the mighty Star Luo Emperor to make such a swift decision.

Yang Xiong immediately understood. Among those present, no one possessed greater insight than the Star Luo Emperor.

According to the original storyline, the Star Luo royal family had once lost their throne, and the entire Star Luo Empire fell into the hands of the Star Crown Sect. Yet, despite being a former dynasty, they had somehow survived and even thrived—an almost unbelievable feat, likely due to their ruthless royal selection system.

Qian Renxue revealed a hint of confusion: "Interesting, Yang Xiong. If what you say is true, the Angel Clan remains the symbol of soul masters and the leaders of all soul masters. Isn't this approach putting the cart before the horse? You haven't secured anything for yourself or the Body Sect."

"Logically speaking, if you wished, the Body Sect could become the largest sect in the entire Douluo world, even ruling the entire land. Are you really willing to relinquish such supreme power?"

Yang Xiong didn't respond to Qian Renxue but instead turned to Di Tian.

"Di Tian, if my information is correct, you've been to another continent."

Di Tian's expression shifted slightly: "You know quite a bit, Yang Xiong. During my travels across the Douluo world, I did discover another continent. However, their cultivation system differs from ours. Though they also have soul masters, they focus more on tool development, referring to themselves as soul engineers."

Yang Xiong nodded: "I know. In terms of raw soul master strength, we should surpass theirs. But if they use tools, we might suffer a crushing defeat."

Di Tian shook his head: "Unfortunately, that continent is too far away. Aside from me, no one else in this world has ever been there."

Yang Xiong then turned to Qian Renxue: "The Douluo world won't remain peaceful forever. Perhaps thousands of years from now, we'll face new enemies. The Angel Clan holds unparalleled prestige among soul masters, especially the Angel Legion, which naturally suppresses fallen soul masters. That's why I'm making you the leader of soul masters."

As Yang Xiong said, if the Spirit Hall hadn't been destroyed, the continent's situation wouldn't have deteriorated so severely millennia later. Not only were external enemies formidable, but rogue soul masters also ran rampant, with ordinary people bearing the brunt of the suffering.

Tang San's destruction of Slaughter City did indeed promote the development of fallen soul masters, but there was another factor—the absence of the Angel Clan as their true adversary.
