The timeline for the Spider Queen War is still too short.
Rose suddenly went silent, then awakened a year later, leaving very little room for Duncan to maneuver, and there wasn't enough time to lay any plans.
Moreover, Spider Queen Rose doesn't only have followers in the realm of Ferren; she has other primary material planes, which means no matter how Duncan intervenes, it won't affect the big picture of Spider Queen Rose's ascension, unless he can simultaneously infiltrate all primary material planes with Zor Elves.
But that's impossible to achieve.
That's the advantage of cross-planar divine spirits: You knock out one of Their bases, but They have many other bases in different worlds.
And so, the gods of Ferren keep playing in their small patch of land.
Many powerful pantheons have turned their gaze to the heavens beyond the crystal wall system.
