The Light Computer is equipped to everyone after birth, issued uniformly by the Empire. It contains identity information and serves as each person's credential for interstellar travel. Without the Light Computer, one is essentially an undocumented individual in interstellar space, much like Miao Miao was before she became a legal citizen of the Blue Star Empire.
As for Yiyi and the others, they were registered in the Star Network by the military hospital at birth. Almost within less than ten minutes of being born, their identity information would be inputted, and the Light Computers would be brought over by special personnel to be placed on the children, essentially never to be taken off for a lifetime.
