In a darkened oval chamber beneath the heart of London, twelve figures sat at a round obsidian table etched with sigils of protection and truth. These were the PCA Admirals, the highest-ranking members of the Paranormal Control Association, each one a living legend of exorcist warfare, politics, or research.
A holographic map of the world hovered in the center. Red Rift spikes pulsed in North America, Africa, Eastern Europe, and Southeast Asia.
"The situation worsens," said Admiral Cromley, his voice gravelly. "The Cursed Rifts are multiplying. We need stronger field agents."
A sharp, commanding voice cut through the tension. It belonged to Admiral Hestia Arkwright, an elderly woman with snow-white hair coiled tightly, draped in regal gray robes. Her blue eyes shimmered with vision.
"I propose the formation of a new elite exorcist force," she said. "One that answers directly to the Admiralty. A task force of Eidolon Wielders, capable of handling Class-B and higher rifts. They will be known as the Hero Faction."
Several admirals exchanged looks.
"You want to create another Black Order?" one muttered.
"No," Hestia replied sharply. "This won't be a shadow division. It will be a symbol. A global beacon of hope—publicly recognized and privately deployed. Carefully trained, mentally fortified, and spiritually protected."
She activated a hologram of a luxurious estate on the coast of Santa Cario, United States. The mansion was massive, surrounded by pine trees, with a private dock, Olympic-sized pool, and acres of open training grounds.
"I've purchased this property for their base. Construction and installation teams will upgrade it with:
An underground high-tech combat chamber
Mystic wards and entity detection seals
A supernatural defense grid
Personal suites, libraries, and containment vaults"
"Who will lead it?" someone asked.
"I will. From the shadows. But I'll appoint a supervisor on-site. Her name is Ewelina Hellsing."
