Garp shook his head, chewing his apple.
"You're talking about people like Mihawk and Boa Hancock. Unless you're sending in admirals, forget it."
Sengoku nodded.
"Mihawk is basically Shanks-level. The man's a monster."
"Sure, he's not interested in power or fame—but if we tried to kill him? That'd be a suicide mission."

"You do realize the Navy put you here to bait him, right?"
