Enel's problem is very simple…
He depends far too much on his Devil Fruit power.
The instant that power is neutralized, his true weakness is laid bare.
That's exactly what happened against Luffy in the original story.
So even though the Rumble-Rumble Fruit's lightning is "invincible," Enel himself lacks all‑round ability and battlefield adaptability.
By contrast, the late‑game monsters possess Devil Fruit mastery, physical technique, and Haki that are virtually flawless; they're seasoned veterans with razor‑sharp awareness. Enel is nowhere near that level.
Now—after Chiyu shattered his guard with a single move—Enel detonates his ultimate output:
A full two‑hundred million volts of raging discharge!
Yet, although the current is fiercer and more terrifying, the essence of the attack is unchanged.
To Chiyu, whose Sharingan and Observation Haki give him peerless insight, it no longer poses any threat.
Before the blast even fires, Chiyu activates one of the Navy's Six Powers:
"Soru!" (Shave)
To onlookers it appears that Chiyu vanishes first, and only then does Enel unleash his thunderous strike—as if they had rehearsed the timing.
BOOM‑‑‑‑‑
Every cloud over Skypiea is shredded in an instant; the 200‑million‑volt discharge expands outward, gouging a crater several kilometers across.
That is the horror of Logia‑type Fruits: their attack radius defies imagination.
Crocodile can blanket an entire desert with sandstorms, swallowing Alabasta.
Aokiji can freeze an entire sea.
And Enel's berserk lightning is enough to annihilate all of Skypiea.
But—just like a Tailed‑Beast Bomb in Naruto—devastating environmental damage doesn't automatically equal high lethality. You can raze the earth and still fail to kill your foe.
Chiyu flash‑steps behind Enel; twin swords wrapped in Armament Haki descend once more!
This time Enel at least learns: he pre‑emptively turns into intangible lightning and slips past the slash.
In the same motion he pounds the twin drums on his back, unleashing an even deadlier surge:
"Thirty‑million volts! Thunderbird!"
A dazzling, exploding thunder‑bird rockets out, homing straight for Chiyu!
It is a self‑tracking blast—no matter where you flee, you cannot escape!
Short of tanking it, there's almost no counter.
Chiyu snorts, chops down with both blades. The Haki‑coated, azure‑glinting swords crash head‑on with the thunder‑bird!
KRA‑KOOOM!
The torrent rages, yet it never penetrates the swords' domain. Chiyu claps the thunder apart; electricity scatters in all directions.
Two enormous ravines rip open in the ground on either side of him, plunging out of sight—yet Chiyu remains unscathed.
Enel grows ever more agitated.
"Cursed outsider! Quit hopping around—so irritating!"
Chiyu answers coolly,
"Your attacks are too linear. I can read them completely."
Enel howls,
"Do not underestimate a god!
Sixty‑million volts! Thunder Dragon!"
Again he hammers the drums; power far beyond the thunder‑bird bursts forth as a colossal, radiant thunder‑dragon roars toward Chiyu!
Unhurried, Chiyu raises his blades and blocks it once more.
"Still no variation?"
Enel seems to realize these tricks can't kill Chiyu. The thunder‑dragon is only a tether; Enel's true form turns to lightning and pierces the sky!
In the next instant—amid wild laughter—he streaks high above the clouds.
"Uchiha Chiyu! Behold…
The power of a god!"
Just then—
A gigantic ark rips through the cloud sea, descending from the vault above Skypiea and revealing its full form to every eye.
"Wh‑what is that?!"
All of Skypiea is aghast.
Grand and vast beyond belief, the ark is fitted with two‑hundred ultra‑rare Jet Dials, granting it nearly infinite thrust—able to hover in the heavens and sail at will.
Sections are forged entirely of gold—rigid yet ductile, superbly conductive—clearly tailored to Enel's abilities.
Yet the truly terrifying feature is its capacity to generate thunderclouds of "absolute despair."
This is the doomsday weapon Enel spent years constructing—
Ark Maxim!
Enel alights atop Maxim, raising both arms as if proclaiming to the world:
"Submit! Tremble! Despair!
Behold the handiwork of a god—Ark Maxim!
The deity will raze Skypiea and, aboard Maxim, set course for the fabled Endless Vearth!"
That is Enel's ultimate scheme.
Hearing this madness, Shandians and Skypieans alike are shocked and enraged.
Gan Fall, dueling the priest Shura, bristles with fury:
"Enel! Even if you seek Endless Vearth, no one stops you—why destroy Skypiea?!"
Enel sneers,
"I'm tired of a world with no soil, no land…
I even wiped out my homeland, Bika. How is your sky island any different?
Besides, the will of a god is not for mere mortals to fathom."
Shandians shout back,
"You're insane!"
"Enel, why do this?!"
Enel ignores every protest. With a flick of one finger he unleashes divine judgment, blasting the crowd—his own priests and soldiers included.
RUMBLE‑‑‑
KRAKABOOOM!
Skypiea quakes; many are struck and charred black!
At that split‑second—
Enel's Mantra senses mortal danger!
"Hm?!"
Before he can react, Chiyu flashes behind him.
Seizing the moment Enel casts divine judgment, Chiyu drives both black blades forward:
One pierces the heart, the other the throat!
Enel freezes, inhuman agony flooding every nerve; blood erupts from his mouth!
SPLASH—
Everyone in the melee gawks in shock.
Divine‑army soldiers are frantic:
"Is—Is that…
Has God been hurt?!
Im‑Impossible!
A mere mortal wounded the supreme deity?!"
Shandians and Skypieans, by contrast, cheer through tears of relief:
"Amazing!
Enel can bleed too!
Hero from the Blue Sea, please rescue us—free us from Enel's tyranny!"
Enel's body slumps atop Ark Maxim, seemingly lifeless…
Skypieans erupt in jubilation; the divine army sinks into despair.
"How… How can God die?!"
Then—
The fallen Enel suddenly crackles with wild lightning, his body twitching rhythmically…
THMP—
THMP‑THMP…
THMP‑THMP‑THMP!
Even unconscious, his Devil‑Fruit power auto‑activates—defibrillating his own heart!
"N‑No way…
That bastard isn't dead?!
He's reviving!"
Chiyu's brow tightens.
The Rumble-Rumble Fruit truly lives up to its fearsome reputation: the Fruit itself is acting on reflex, not Enel's will.
Even without the user, its power is monstrous.
Chiyu hesitates not.
He dives again, twin blades poised to finish the job. Against a Logia of this caliber, only Armament Haki can seize the real body and sever every last life‑thread.
But at that very instant—
Regaining a flicker of consciousness and sensing Chiyu's killing intent, Enel panics. He shrinks into pure lightning, slips deep into Ark Maxim's golden veins, and vanishes.
Chiyu's strike misses; he does not relent.
"Hiding in your turtle shell?
Fine—I'll shatter it!"
Yet—
Now fused with Ark Maxim, Enel roars, drawing on the ark's thunderclouds to exceed his own limits. This is one of his true ultimate trump cards:
"Mamaragan!!!"
In a heartbeat—
Lightning everywhere! Dragons and serpents writhe! Unchecked, world‑shattering!
Each bolt could eradicate a Shandian village; there are literally thousands of them.
All of Skypiea—the islands themselves, the Shandian homeland—is swallowed by this cataclysm.
"NOOOOO!!!"
Shandians and Skypieans alike scream in helpless, bitter despair!
