Today, all the Marines stationed at headquarters witnessed a moment that would be etched into their memories for life.
High in the sky, four meteors—each over 300 meters in diameter—broke through the clouds and entered everyone's line of sight.
Compared to these, the meteor summoned by Issho looked like nothing more than a pebble...
On the high platform, Garp couldn't sit still. If even one of these massive meteors struck, Marine Headquarters might be dragged into the ocean entirely.
Covering his fists with Armament Haki, he was just about to leap into the sky—
But Sengoku suddenly held him back.
Garp looked at him in confusion, but Sengoku's expression was calm as he said,
"Kaito has his own plans. Let's not interfere unnecessarily. Just watch."
Hearing this, the others suppressed their instinct to act, choosing to place their trust in Kaito.
Even the Marines in the spectator stands, after the initial shock, showed no signs of panic—because they knew that as long as Admiral Shikiryū was present, Marine Headquarters was absolutely secure.
Naturally, Kaito didn't disappoint them. Just as the four meteors were about to reach the stands below, four enormous "gates" suddenly appeared out of thin air beneath each of them.
The meteors fell into the gates, which promptly shut without making a single sound.
Seeing this, Garp let out a breath and cursed with a chuckle,
"This brat Kaito... always loves to show off!"
Sengoku, however, remained silent as he gazed at Kaito down below. He knew—there was no way Kaito had summoned such a grandiose display just for show.
Sure enough, while everyone was still stunned, Kaito hovered in the air, glanced down at the crowd below, and slowly began to speak:
"All officers and soldiers of Headquarters, I have an important announcement to make."
Though everyone was still recovering from the shock, the moment Kaito spoke, they immediately straightened their posture and stared at him without blinking.
Under the eyes of the entire base, Kaito dropped a bombshell:
"I intend to declare war on the Four Emperors—in the name of the Marines! The battlefield will be Marine Headquarters itself!"
"!!!"
A strange silence fell over the scene. The top brass were the first to react, instinctively turning to their neighbors, each finding disbelief mirrored in the other's eyes.
Akainu had long known of Kaito's intentions, but even so, he was overwhelmed with excitement in this moment. He felt like setting off fireworks to vent the surge in his heart.
Everyone else shifted their gaze toward Sengoku—but they found no trace of surprise on his face. It was as if he had known all along what Kaito would do.
Tsuru didn't even know what to say anymore. She hadn't imagined that Sengoku's "big announcement" would be a declaration of war against the Four Emperors!
This was undoubtedly an event worthy of being recorded in history—and they were here to witness it!
But not one person showed fear. Every pair of eyes turned to Kaito, filled not with dread, but anticipation.
After a pause, Kaito continued:
"The so-called Four Emperors have run rampant across this sea for far too long. Every second they exist is a mockery of Justice. It's time they learn what true Marine justice means. Are you afraid?"
"NO!!!"
From the top brass to the lowest-ranked soldier, every Marine's face was flushed with excitement.
Yes, there were scoundrels in the Navy. But the majority were hot-blooded youths who had joined with Justice in their hearts. How could they cower now?
Looking down at the passionate faces beneath him, a smile spread across Kaito's face.
He roared:
"Then let us end this era—fight for Justice!"
"Fight for Justice!"
Every Marine stood from their seats, raised their fists toward Kaito, and shouted in unison.
Even Kizaru joined in, paying no mind to the magma radiating from Akainu beside him that was close to setting his uniform alight.
The reporters present were swept up in the moment too, wildly snapping photos with their Den Den Mushi. Among them was a familiar face—Reaport, the journalist from Fish-Man Island.
His Den Den Mushi never once left Kaito in the sky. After snapping countless close-ups, he finally lowered his camera and murmured,
"The world is about to change."
...
Above the Moby Dick—
A gate appeared from thin air.
And then, a massive meteor dropped from it.
The sudden turn of events left the Whitebeard Pirates in shock. Marco rushed below deck, shouting to the bedridden captain,
"Pops! Something's wrong! Come take a look—quick!"
Whitebeard, alarmed, didn't even bother to remove the IV needles stuck all over his body. He burst out of the cabin, and when he saw the meteor in the sky, his face darkened considerably.
But there was no time to think. The meteor was moments away from smashing the Moby Dick into the ocean.
Whitebeard bent his knees, raised his right arm, and a milky-white glow radiated from his fist.
With a fierce punch aimed at the descending meteor, cracks of energy rippled outward from the impact. A massive shockwave burst forth.
The meteor exploded into countless fragments, each falling like a meteor shower into the sea.
A few chunks, however, continued to fall toward the Moby Dick. The crew quickly used their abilities to intercept them before they could damage the ship.
At last, the crisis was averted—barely.
But no one dared to relax. The eerie gate overhead remained open.
Then Kaito's voice echoed from the portal:
"I, Uchiha Kaito, declare war upon the Four Emperors in the name of the Marines! Seven days from now, all Four Emperors are to appear at Marine Headquarters. If any fail to comply—then I, Uchiha Kaito, shall personally carry out the purge!"
The moment those words were spoken, every member of the Whitebeard Pirates showed visible fury.
"What the hell did he say!? Does he think we're Shichibukai? Just come when called?!"
Marco looked grim as he turned to Whitebeard.
"Pops, what do we do?"
Kaito's arrogant challenge had Whitebeard's face turning purple with rage. He stared coldly at the portal above and growled,
"That brat from the Navy... Does he really think they're invincible now? Time to show them who they're dealing with."
Marco understood from his tone—Whitebeard had accepted the challenge.
But as he looked at all the needle marks on Whitebeard's body, Marco opened his mouth to protest—only to fall silent and lower his arms without saying another word.
...
Similar scenes were unfolding across the territories of the remaining three Emperors. Though their reactions differed, each ultimately made the same choice as Whitebeard—
To fight.
