The reason Axel did not simply use 10 runic swords was that it was somewhat impractical. One, He didn't have enough mana pool to use 10 such weapons at once, and the world will would constantly hamper him when trying to use so much power beyond his level. This, in turn, diminished his battle prowess for trying to do too much for his level.
The best combination in which his battle prowess peaked was this combination that he was using currently, the tool stats of each of the rune tools flashed through his eyes,
