Three days later, the World Conference officially came to an end.
However, many of the kings of the allied nations had no intention of leaving. Although not many people lived in the Holy Land now, in everyone's eyes, it was still the place of highest status.
Moreover, after Rosse's renovations, the largest entertainment city in the world was located right outside the Holy Land, near the port.
There, every kind of entertainment imaginable, or unimaginable, could be found.
As long as one had money, one could enjoy everything.
Of course, all services were based on mutual consent. Inside, there were even queens and princesses from non-allied nations, but whether one could catch their eye depended on one's own skill.
After all, Rosse hated nothing more than someone forcing another.
This world was his private property, and only he could force others.

This entertainment city also officially opened during this World Conference. Before this, the Holy Land didn't have many residents; it was mainly a place for the Celestial Dragons to spend money.
Rosse discovered that perhaps because they used to be able to get anything they wanted, his entertainment city, where everything had rules, was instead very popular among the Celestial Dragons.
Gambling required personal participation, relationships between men and women had to be mutual, and if they wanted to fight beasts, they had to do it themselves.

"But those allied nations will only play for a while. If they stayed there every day, they couldn't afford it," Rosse said with a light chuckle, shaking his head.
The purpose of the entertainment city was partly to recover funds, but also because Rosse was a man who enjoyed pleasure.
He didn't need to go there for women, but for other forms of entertainment, he didn't mind stopping by.
Occasionally watching a Celestial Dragon fight a pirate to the death in the arena, it was rather amusing.
Although the Celestial Dragons who dared to enter were all elites, and the pirates' fate was usually a brutal beating, there was still some fun to it.
"Then let's open branches all over the world! If we get the other allied nations involved, we can make a huge fortune!", Scarlet proposed another of her "little ideas."
"There's not much point," Rosse said with a smile, "Berries are issued by the World Government itself. We don't actually need money, we just need to keep it circulating."
"The money of commoners and minor nobles circulates easily, but for the Celestial Dragons, great nobles, and royal families, that money has to circulate through special methods," Rosse explained.
"So that's why Rosse-nii and Sora-nee discussed creating something called a 'bank'?", Scarlet asked, half understanding.
"There's already something similar now. Each allied nation and several nobles have stored large sums with the World Government. When they spend in the entertainment city, the deduction comes from that fund. What I asked Sora to build is a banking system, she'll use part of her brain as the central hub, connecting all allied nations. All deposits and spending will be recorded through her."
"Won't Sora-nee's head explode from handling so much information?", Scarlet gasped, sticking out her tongue.
"You underestimate the Brain-Brain Fruit. There was once a user who could divide their brain into many copies. Using part of it for a data system isn't a big problem," Rosse said, shaking his head.
He actually wasn't very interested in managing the world's development, Sora and Otohime cared far more about that.
In the future, he expected them to handle the management.
This entire idea had come from their discussions; even the plan itself was Sora's.
In theory, the human brain's capacity equals millions of gigabytes of storage. Sora was special, her divided brains, through special means, could reach billions of gigabytes, more than enough for data storage.
The only problem was connecting the entire world network.
If Sora ever reached that point, in a sense, she would already be equivalent to a god.
In raw power she might not surpass him, but overturning civilization would be far easier for her.
At that point, her consciousness might be able to cover the whole world.
But that was all for the future. Right now, Sora was far from that level, still at the beginning stage.
"Anything else?", Rosse looked casually at Scarlet. If it were just about the entertainment city, she wouldn't have come personally.
She was a very sensible girl. Each time she met him, she brought a small surprise.
"There is!", Scarlet nodded enthusiastically, "During the World Conference, our Dressrosa took the lead and signed mutual-aid treaties with over forty allied nations, including Arabasta and the Fish-Man Kingdom."
"Your idea? What kind of mutual-aid treaty?", Rosse's interest rose.
"To protect national stability, protect the people's interests, and most importantly, to stand firmly with Rosse-nii," Scarlet said, waving her fist with spirit.
"And the price?", Rosse narrowed his eyes slightly. Scarlet didn't know the full plan, but Titi and Otohime certainly did.
Since both of them agreed, it meant this treaty would save him a lot of trouble.
"If Rosse-nii ever requires it, our royal family is willing to give up our current position and move entirely to the Red Line, so long as we can become World Nobles," Scarlet said calmly.
"Interesting. Surrendering early to secure the future, huh," Rosse squinted slightly, amused as he looked at Scarlet, immediately seeing through her little scheme.
She didn't want to oppose him, but since she was of royal blood, she had to consider her family, so she came up with this plan in advance.
For him, as the treaty expanded, it meant that in the future, he could take over many countries without a single battle.
And for the signatories, since they couldn't resist Rosse anyway. They'd seen it themselves, even among Celestial Dragons, Rosse was an invincible existence.
Since that was the case, if Rosse ever wanted their nations, it was better to hand them over voluntarily, in exchange for becoming World Nobles in the Holy Land.
At least this way, not only could their lives be preserved, but their families could continue to exist.
"Though it's a pity," Scarlet sighed, "these are all lower-ranked allied nations. Among the higher-ranked ones, besides our own, only the Goa Kingdom agreed to join."
"Oh? The king of Goa even left his daughter in the Holy Land, asked me to take care of her," Scarlet added with a giggle.
"The princess of the Goa Kingdom? She's only s**ix, if I remember correctly...", Rosse said speechlessly.
How could he not see the king's little trick?
But he wasn't desperate, how could he possibly lay a hand on someone that y*ung? Even with Scarlet, he'd never gone that far, limiting himself to hugs at most.
"Hehe! Don't worry, Rosse-nii. I'll help rai**se her well," Scarlet said, patting her still-developing chest, her laughter ringing like silver bells.
