He quickly found an opportunity to use his genjutsu to subdue a Shinigami with weak Reiatsu, extracting the locations of the Shinigami Academy, the Research and Development Institute, the Central 46, and the logistics department.
The Seireitei in the Bleach universe is a large, circular city, roughly the size of a small country, within the larger Soul Society. It is described as a "circular shiro" with four main entrances, each guarded by a Gatekeeper. The circumference is estimated to be around 4,800 km, making the diameter about 1,527 km. This would result in a surface area of approximately 1,833,735 km²
Unfamiliar with the layout, Yusuke Uchiha needed information to locate his targets.
First, he went to the logistics department, changed into a Shihakusho, and moved all the supplies into his Kamui dimension.
After raiding the logistics department, Yusuke Uchiha proceeded to the Shinigami Academy and the Research and Development Institute, acquiring all accessible data.
Finally, Yusuke Uchiha infiltrated the Central 46 chamber, locating two hundred asauchi (unawakened Zanpakutō).
An asauchi is a Zanpakutō before it's bonded with a Shinigami and awakened. All Zanpakutō in Soul Society are forged by Ōetsu Nimaiya, the "God of Blades," and given to students upon enrollment at the academy.

Yusuke Uchiha intended to cultivate his own Shinigami force, but since Zanpakutō aren't renewable, he'd focus on quality over quantity. He didn't lack for expendable forces; Hueco Mundo offered an inexhaustible supply of Hollows.
After his raid on the Research and Development Institute, Kisuke Urahara, the current director, quickly detected the intrusion, placing the Seireitei on high alert and initiating a search for the infiltrator.
However, escape was trivial for Yusuke Uchiha, possessing the power of Kamui.
Having acquired everything he needed, Yusuke Uchiha was about to use Kamui to return to Hueco Mundo when he overheard a conversation between two Shinigami guards outside the Central 46 chamber, prompting a change of plans.
"Hey, did you hear? That dangerous guy was caught today. The Central 46 sentenced him to indefinite confinement in Muken."
"You mean Kurotsuchi Mayuri? He's unlucky. He didn't do anything wrong, but his abilities are too dangerous," Guard B said.
"Psst, keep it down! Don't you value your life? Questioning the higher-ups' decisions? He deserves it. His bizarre appearance is unsettling. Things have been uneasy lately. Look at this alert; something's happened in the Seireitei."
These guards were stationed outside the Central 46 chamber, unaware that Yusuke Uchiha had already pilfered the two hundred asauchi from within. The ongoing alert for an infiltrator was of no concern to them.
"Kurotsuchi Mayuri. He's a scientific genius, though dangerous. If I can utilize him, he'll be invaluable," Yusuke Uchiha mused, a wave of nostalgia washing over him as he recalled the days when Kabuto Yakushi was by his side. Having such a capable assistant had saved him countless hours of effort.
News of Kurotsuchi Mayuri's recent arrest filled Yusuke Uchiha with a sense of exhilaration.
This wasn't malicious glee, but rather the recognition of a golden opportunity to recruit Kurotsuchi Mayuri into his ranks.
Kurotsuchi Mayuri was currently unaware of his future association with Kisuke Urahara, who would eventually recommend him for a position within the Research and Development Institute. His unwarranted arrest had left him seething with resentment.

In contrast, individuals who had been formally convicted of crimes were incarcerated within the much more formidable confines of the Shinigami Academy prison.
For those imprisoned within Muken, the Seireitei's legal system could be characterized as arbitrary and capricious, a system based on unfounded accusations rather than concrete evidence.
Yusuke Uchiha was virtually certain (99% chance) that he could persuade Kurotsuchi Mayuri to accompany him to Hueco Mundo. While he couldn't guarantee that Kurotsuchi Mayuri would willingly pledge his allegiance, a recently escaped Kurotsuchi Mayuri would have limited alternative options.
Using his genjutsu to subdue the guards outside the Central 46 chamber, Yusuke Uchiha obtained the location of Muken and promptly utilized his Kamui ability to infiltrate the prison.
"Damn the Seireitei! Why have they imprisoned me here?!"
Within a dimly lit cell, Kurotsuchi Mayuri, his hands gripping the prison bars, unleashed a torrent of rage.
Clad in the standard white prisoner's kimono, his face was still adorned with his characteristically grotesque and exaggerated makeup, but his head was uncovered, revealing his short, blue hair.
"Haha, newbie, don't bother yelling. Everyone here is innocent," one of the inmates chuckled.
"Yeah, you look like a bad guy. You'll be here for life! I've been here 400 years... or maybe 500! Damn it, let me out! I've been here for 500 years!!!"
Following Kurotsuchi Mayuri's outburst, the surrounding inmates erupted in a chorus of mocking laughter.
The prolonged confinement had warped the minds of many of these prisoners, their once-normal psyches twisted and distorted by their prolonged incarceration.
Upon witnessing the arrival of a fellow inmate who had suffered a similar fate, they seemed inexplicably elated.
"Must I, Kurotsuchi Mayuri, spend the remainder of my days within these confines?"
Overwhelmed by the derisive laughter emanating from the surrounding inmates, a look of profound uncertainty and bewilderment washed over the young Kurotsuchi Mayuri.
"Do you wish to escape?"
At that precise moment, a man's voice resonated from behind Kurotsuchi Mayuri. Startled by the unexpected sound, Kurotsuchi Mayuri promptly turned around, only to find a figure, his face concealed by a Hollow mask, leaning nonchalantly against the wall of his cell.
Through the apertures in the mask, Kurotsuchi Mayuri could discern a pair of eyes that possessed an otherworldly quality, and the man's gaze was remarkably calm and composed.
Yusuke Uchiha had positioned himself in such a manner that only the inmate in the cell directly opposite Kurotsuchi Mayuri could observe him, and he had already employed his genjutsu to render this inmate unconscious.
"Who are you? And by what means have you gained access to this location?" Kurotsuchi Mayuri inquired, his voice laced with suspicion and apprehension.
Yusuke Uchiha employed a technique of Reiatsu manipulation to transmit his voice directly into Kurotsuchi Mayuri's mind, ensuring that his words remained inaudible to the other inmates.
Upon hearing Kurotsuchi Mayuri's query, the inmates in the cells adjacent to his mistakenly attributed his words to a manifestation of his deteriorating mental state, concluding that he had succumbed to madness and was merely engaging in self-directed discourse.
"This newbie's a weakling. He's cracked already!" one of the inmates scoffed.
"Hahahaha! You don't understand a thing! He's faking insanity to get out! I've tried that before; it doesn't work!" another inmate jeered.
