Darlington wasn't sure whether to be happy or sad; he found that the arms were mainly guns, not heavy weapons yet.
Of course, a heavy weapons deal wouldn't be casually transported using a small, low-tonnage container ship, nor could it be so blatant.

Darlington saw a Pika driving from the direction of the dock, with a strong long-haired woman at the wheel. Realizing the vehicle was heading toward his street, he quickly moved to the roadside to flag it down.
The Pika, carrying two barrels of rum, stopped, and the driver, Hiri, rolled down the window, looking warily at the government envoy on the sidewalk, and coldly asked, "Uncle Darlington, are you also keeping an eye on the dock deal?"
