The Rakshasa God and Angel God were naturally excluded from the main gods not because they were weak, but because Bibi Dong, who inherited the Rakshasa God position, had already perished, and the Angel God position had been shattered along with Qian Renxue, leaving her as a mere mortal.
Removing gods from their positions due to their personal downfall was a common practice.
For example, after the Thunder God perished, there was no new Thunder God in the God Realm but the Douluo Continent gained a new plant type soul beast known as the Thunderclap Hell Prison Vine.
