Chapter 524: Rasa's Changes
Land of Wind, Sunagakure. After sacrificing several intelligence shinobi, Rasa finally confirmed the movements of Kirigakure's various powerhouses.
Kirigakure's three Kage-level shinobi—Mizukage Kisame, Mei Terumī, and Mangetsu Hōzuki—had not left the village. All three had made public appearances.
Only Ning Mizunashi, for some unknown reason, had not appeared in public for a long time.
