Any Pokémon with dragon blood is exceptionally proud, and earning their recognition is an extremely difficult task.
Otherwise, Blackthorn City would not have so few Dragon-type Trainers.
If every Trainer could capture one Pokémon just by entering, the number of Trainers wouldn't matter, Dragon's Den would certainly be empty.
Compared to the ubiquitous Bug-type Pokémon, Dragon-type Pokémon had an extremely low reproductive rate.
